About this file
This document is a Contract Data Requirements List (CDRL) for the Special Project Program Azimuth Gearbox Procurement for GLOBUS-X, dated 18 December 2025. The CDRL outlines specific data deliverables for the contract, including four key document submissions: Integrated Master Schedule (A001), Test Procedure (A002), Test/Inspection Report (A003), and Product Engineering Design Data and Associated Lists (A004). The document provides detailed instructions for contractors on submitting electronic deliverables, with specific requirements for virus scanning, packaging, and distribution to multiple government addresses at Robins Air Force Base, including AFLCMC/C3I, AFLCMC/ESGS, and various email contacts at AFLCMC and Riverside Research.
The document includes strict guidelines for data submission, emphasizing electronic delivery, virus-free media, and specific distribution statements. A critical distribution statement (Distribution Statement D) limits document access to the Department of Defense and U.S. DoD contractors only, with the document classified as Controlled Unclassified Information (CUI). Contractors must follow precise submission protocols, including providing a letter of transmittal with each deliverable, using specific email addresses, and adhering to export control regulations with appropriate warning statements about technical data disclosure restrictions.

18 December 2025
CDRL INTRODUCTION
1. The order of documents contained in the CDRL is: Introduction, Explanation of CDRL (DD
Form 1423-1), Address List, Table of Contents, and CDRLs.
2. The data items shall be prepared in accordance with the applicable Data Item Descriptions
(DIDs) as tailored. The DIDs are available on the "Assist Quick CDRL Search" website:
http://quicksearch.dla.mil/.
3. In the context of this CDRL, a "/T''' following the Data Item Number in Block 4 on the DD
Form 1423-1 is to be interpreted as •'tailoring" of that Data Item Description (DID), and will be clarified in Block 16 (Remarks) of the DD Form 1423-1. When a “/T” is not indicated, the data must comply fully with the DID.
4. Appropriate DoD5230.24 Distribution Statements identified in Block 9 on the DD Form 1423-
1 and further defined in the CDRL. "Remarks" block shall be placed on the document cover page.
5. Block 10 of DD Form 1664 (DID), together with any tailoring of the DID, contains instructions which shall be followed by the contractor in the preparation of data for delivery under this contract.
6. "Contract Reference" will be Performance Work Statement (PWS) paragraph numbers unless annotated otherwise.
7. Data submitted under this contract shall be accompanied by a letter of Transmittal (LT) and be identified with the following elements:
a. Contractor's Transmittal Letter Number, including a running serial number and date
b. Contract Number
c. CDRL Data Item (Sequence) Number (i.e., CDRL A001, A002, etc.)
d. Title of CDRL Deliverable

Submission requirements of days prior or days after are calendar days.
9. Existence of an "A" in Block 8 on the DD Form 1423 indicates the data shall be submitted to the Government for review and written approval by the Procuring Contracting Officer (PCO) is required. Unless a different time period for approval is specified on the DO Form 1423, the
Government will have thirty (30) calendar days from the date of receipt on the data for notifying the contractor of the approval/disapproval disposition of a data submission. Upon disapproval or approval with comments from the Government, the contractor will have thirty (30) calendar days from the date of receipt of the Government response to resubmit the correct data unless otherwise specified in the CDRL, Contract or in the PCO letter. Approval indicates
Governmfent concurrence to proceed to the next event.
In the absence of an "A" in Block 8 of the DO Form 1423•1, the Government has the inherent right to disapprove any data item. Approval does not ensure compliance with DID format and content requirements, since the Contractor is obligated to meet these requirements under the terms of the contract.
10. Requirements for periodic revisions to data, where no changes have occurred since date of last submission, shall be satisfied by a record Letter of Transmittal from the contractor stating that "no changes have occurred since the last submission'". In such cases, the contractor shall identify the data in question and assign the next delivery CDRL sequence number and the reporting period.
11. The contractor shall address all Letters of Transmittal to the Procurement Contracting Officer
(PCO).
12. Data should be delivered by electronic media whenever possible. All data, electronic or otherwise specified must comply with the distribution statements indicated in Block 9 of the DD
