About this opportunity
The Department of the Interior Fish and Wildlife Service seeks fabrication and installation of one non-motorized swing gate at Imperial National Wildlife Refuge in Martinez Lake, Arizona, with quotes due September 21, 2026. This is a Total Small Business set-aside with firm-fixed pricing.
Place of performance is Martinez Lake, Arizona. The contractor must fabricate and install a 20-foot swing gate using 3-inch square steel tubing with maintenance-free bearing-style hinges, excavate and construct a concrete footing for a 6-inch square steel hinge post, and install lock and latch components per government-furnished drawing details. The contractor must possess experience in steel fabrication, gate construction, concrete footing installation, welding, and hold any legally required state or local construction licensing. Work must comply with Department of Labor Wage Determination 2015-5475, revision 28, for Yuma County, Arizona.
Period of performance runs September 25, 2026, to November 20, 2026, with delivery required by November 20. Work is performed Monday through Friday, 7:00 a.m. to 4:30 p.m., and must be scheduled to avoid sensitive wildlife activity periods, extreme heat conditions, and conflicts with other refuge projects while accounting for concrete curing times. NAICS code is 238990, All Other Specialty Trade Contractors; PSC is Z2LB.
Evaluation uses a Best Value Trade-Off approach, with technical acceptability and past performance significantly more important than price. Technical capability is assessed on demonstrated experience with at least three comparable projects, understanding of scope, proposed materials and hardware, SOW compliance, and whether work will be self-performed or subcontracted. Past performance must include three examples of successful, timely completion of similar commercial installation projects from federal, state, or local government. All offerors must maintain current, active SAM.gov registration. Quotes must be submitted via email to khalilah_brown@ios.doi.gov and include total project price, estimated days to completion, proposed gate solution, and warranty period. If subcontracting is intended, a signed Letter of Commitment from the subcontractor must be included.
