About this file
This is a Statement of Work for the installation of a non-motorized swing gate at Imperial National Wildlife Refuge in Martinez Lake, Arizona. The project is classified under NAICS 238990 (All Other Specialty Trade Contractors) and aims to improve access management, site security, and operational control at the refuge through installation of a durable, low-maintenance swing gate consistent with refuge infrastructure standards.
The contractor shall fabricate and install one 20-foot swing gate using 3-inch square steel tubing with maintenance-free bearing-style hinges, excavate and construct a concrete footing for a 6-inch square steel hinge post, ensure smooth and unrestricted gate movement, install lock and latch components per drawing details, and maintain a clean and safe worksite while complying with refuge access protocols. The contractor must possess experience in steel fabrication, gate construction, concrete footing installation, welding, and steel fabrication, and hold any legally required state or local construction licensing. The period of performance runs from October 1, 2026 to March 15, 2027, with normal duty hours Monday through Friday from 7:00 a.m. to 4:30 p.m. Work must be scheduled to avoid sensitive wildlife activity periods, extreme heat conditions, and conflicts with other refuge projects while accounting for concrete curing times. The government will provide gate design drawings and lock-cap/hinge details, and the contractor must return all government-furnished information upon project completion. Acceptance is contingent upon compliance with fabrication drawings, smooth and secure gate operation, correct dimensions and concrete footing installation, and quality of welding, alignment, and finish, with the government reserving the right to inspect all work prior to acceptance. The contractor must submit final as-built notes in electronic format, manufacturer or fabricator specifications for hinges and steel tubing, and warranty documentation for supplied materials.
