About this opportunity

This Special Notice announces an award to Kodiak Electric Association, Inc. (KEA) for the development of an Investment Grade Audit (IGA) at the United States Coast Guard Base Kodiak in Alaska. The Defense Logistics Agency (DLA) Energy published this award notice under solicitation SP0604-24-R-0423, establishing a Utility Energy Services Contract (UESC) to support USCG energy conservation and resilience objectives. KEA, as the local utility provider, has been awarded a Firm-Fixed Price contract to conduct a comprehensive energy assessment of the base facilities. The contract falls under the Engineering Services NAICS category and is classified as professional engineering/technical support services. The award was made through a sole-source procurement process, with KEA being the only available utility provider in the designated service area.

The primary objective of this contract is to provide the USCG with a detailed analysis of energy consumption patterns and identify potential cost savings and efficiency improvements across Base Kodiak's extensive infrastructure. The IGA will encompass approximately 346-743 facilities covering roughly 2,191,421 square feet, requiring comprehensive data collection, energy modeling, and cost-benefit analysis. The contract includes a six-month performance period funded by FY 2025 Operations and Maintenance resources, with ongoing operations and maintenance responsibilities for all installed energy conservation and resiliency measures. This procurement was conducted under FAR Part 6.302-1 and the Energy Policy Act of 1992, which authorize direct awards to utilities as the sole responsible source for meeting specific energy requirements. The Investment Grade Audit will serve as the foundation for informed investment decisions regarding future energy efficiency projects at the remote Alaska Coast Guard installation.
