About this file

This document is a Notice to Sole-Source for an Investment Grade Audit (IGA) development at the United States Coast Guard (USCG) Base in Kodiak, Alaska. The Defense Logistics Agency (DLA) Energy intends to award a non-competitive Utility Energy Services Contract (UESC) to Kodiak Electric Association (KEA), the sole servicing utility, to conduct a comprehensive energy assessment. The project scope includes evaluating approximately 346 facilities spanning 2,191,421 square feet, with the goal of identifying energy conservation and resilience opportunities, performing data collection, energy modeling, and cost-benefit analysis.

The contract will cover ongoing operations and maintenance for all installed energy conservation and resiliency measures. The procurement is being conducted under specific statutory authorities, including the Energy Policy Act of 1992, which authorize a direct award to KEA as the sole responsible source for meeting the USCG Base Kodiak's energy requirements. The Investment Grade Audit will serve as a detailed assessment to support informed investment decisions for future energy efficiency improvements at the base. SUBJECT: NOTICE TO SOLE-SOURCE – IGA DEVELOPMENT - USCG Base Kodiak, AK

Defense Logistics Agency (DLA) Energy, on behalf of the United States Coast Guard (USCG) Base Kodiak, AK, intends to award a Utility Energy Services Contract (UESC), authorized by the Energy Policy Act of 1992 (codified as 42 U.S.C. § 8256), to provide energy conservation, demand-reduction, and resilience services at USCG Base Kodiak.

The selected utility will partner with the Federal Government for the development and submission of an Investment Grade Audit (IGA) meeting the energy conservation and energy resilience needs of USCG Base Kodiak. An IGA is a detailed assessment of USCG Base Kodiak’s energy consumption, identifying potential savings and improvements. It provides comprehensive analysis, including data collection, energy modeling, and cost-benefit analysis, to support informed investment decisions for an energy efficiency project. As part of the scope:

• The project covers approximately 346 facilities, with a combined area of about 2,191,421 square feet.

• It includes ongoing operations and maintenance (O&M) for all installed energy conversation and resiliency measures.

This requirement is being procured as a non-competitive contract action. Based on the authority of 10 U.S.C.

§2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1 (Only one responsible source) and 42 U.S.C. § 8256, as implemented by Federal Acquisition Regulation 6.302-5 (Authorized or Required by Statute). The services required by the agency are only available from one responsible source and no other type of services will satisfy agency requirements. Likewise, as the sole servicing Utility, in conjunction with 42 U.S.C. § 8256, Kodiak Electric Association (KEA), has been identified as the servicing utility for USCG Base Kodiak, and is authorized to fulfill the requirement. Pursuant to 10 U.S.C. § 2304(c)(1), DLA Energy intends to enter into contractual arrangement with KEA.
