About this opportunity

The Department of the Army Corps of Engineers Engineering District Mobile is seeking a construction contract for a new aviation fuel storage facility at Soto Cano Air Base in Honduras. The project involves building a fuel storage system with three 100,000-gallon storage tanks, two commercial truck offload skids, two truck fillstands, and a POL Operations building with a fuel laboratory. The solicitation is a Request for Proposal (RFP) using a best value tradeoff approach, with prospective contractors required to be registered in SAM.gov before accessing solicitation documents. All bid forms and submittals will be in electronic format, and contractors must use the Procurement Integrated Enterprise Environment (PIEE) website to access and submit proposals. The solicitation documents are expected to be available on April 21, 2025, with contractors advised to monitor the website daily for updates and changes.

The contract is an unrestricted solicitation with a small business size standard of $45,000,000 for NAICS code 236220 (Commercial and Institutional Building Construction). The estimated project cost range is between $25,000,000 and $100,000,000, with potential bid options that may or may not be awarded. The facility will have the capacity to store a minimum of 300,000 gallons of fuel, with each offload skid and fillstand capable of processing fuel at 600 gallons per minute. Key project contacts include Project Manager Ruben Rosales, Project Engineer David Tharp, and Contract Officer Jillian Saffle. Bidders will be required to submit inquiries through the ProjNet internet-based system, with the government attempting to respond to questions, though responses are not guaranteed, particularly for inquiries received close to the bid opening date.
