About this opportunity
The Department of the Air Force Air Mobility Command is seeking a contractor to provide aviation fuel (AVGAS), engine oil, and smoke oil for the Power in the Pines 2025 Open House at Joint Base McGuire-Dix-Lakehurst (JB MDL). The procurement requires a vendor capable of supplying 2,520 gallons of 100LL aviation fuel for multiple aircraft performers, including specialized vintage aircraft like B-25, C-47, and B-29 DOC. Contractors must be able to provide fuel trucks that can dispense at least 3,500 gallons of fuel daily, along with necessary equipment such as wheel chocks, tie-downs, and grounding cables. The solicitation involves market research to identify potential suppliers, with interested vendors required to submit a three-page response by 2 PM Eastern Standard Time on April 11th, 2024. Evaluation will focus on the company's ability to meet technical requirements, demonstrate capacity to supply the specified fuel and oil types, and provide proof of requisite insurance coverage.
The pre-solicitation notice indicates no specific set-aside for small businesses, though the NAICS code 457210 has a small business size standard of less than 100 employees. The contract will cover a two-day event from May 16-18, 2025, with the government only paying for fuel actually used and unused fuel to be returned to the contractor. Vendors must provide 24 sealed 55-gallon drums of specific smoke oil types from approved manufacturers like Chevron, Shell, and Phillips 66. The contractor will be required to maintain $1 million per aircraft/occurrence liability insurance and coordinate fuel transport to JB MDL or a nearby airfield within 30 nautical miles. While no specific award value is mentioned, the comprehensive requirements suggest a substantial and detailed service contract focused on supporting a complex aviation event with multiple historical and performance aircraft.
