About this opportunity

The Department of Veterans Affairs seeks quotations for audio visual preventive maintenance services at its Winston-Salem VARO facility, with quotations due September 22, 2026 at 1:00 PM EDT. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.

Place of performance is Winston-Salem, North Carolina (251 North Main Street and 100 North Main Street). The contract covers quarterly preventive maintenance of A/V systems across nine teleconference and training rooms. The base period runs one year from award (anticipated September 28, 2026 to September 27, 2027) with four one-year option periods. The first preventive maintenance visit must be completed within 10 business days of award during normal business hours (Monday–Friday, 7:00 AM to 4:00 PM), excluding federal holidays.

Equipment includes Crestron ceiling speakers, Vaddio robotic cameras, Shure microphones, Sharp and Hitachi displays, Rack PCs, and control panels distributed across rooms on floors 1 through 8. The scope includes visual inspections, system performance analysis, power supply checks, component cleaning, manufacturer-prescribed testing and calibration, circuit board integrity checks, audio equipment adjustments, cable and electrical wiring inspections, projector and controller functionality testing, screen operation verification, debris removal, color quality inspection, lubrication of moving parts, and data log review. All parts and materials for preventive maintenance are contractor-furnished at no additional cost; major component replacements may be negotiated separately. Within 10 business days of each maintenance visit, the contractor must submit a written report in PDF form detailing results, discrepancies, and recommendations.

The NAICS code is 541519, Other Computer Related Services. The PSC is J059, Maintenance/Repair/Rebuild of Equipment—Electrical and Electronic Equipment Components. Prevailing wage rates apply under Service Contract Act Wage Determination No. 2015-4399, effective August 27, 2026, for Davidson, Davie, Forsyth, Stokes, and Yadkin counties in North Carolina.

Quotations are evaluated on three equally weighted factors: Technical Qualifications, Past Performance (up to two references), and Price. The acquisition is anticipated to total approximately $34 million. Questions must be submitted to Mariam.Ibrahim2@va.gov by September 17, 2026 at 1:00 PM EST. Prospective vendors must complete VAAR clause 852.219-75 (Limitations on Subcontracting—Certificate of Compliance for Services) at the time of quotation submission.
