– Contractor Questions and Government Responses

Question 1 Vendor is looking forward to submitting a proposal to support the VA through 36C10D26Q0206. Is there a chance we can do a walk through?

Answer: 1 At this time, we cannot accommodate walk through

Question 2 Will there be a site visit to see the rooms and evaluate the current state of the systems/equipment?

Answer 2 No

Question 3 If no site visit, what is the age of the equipment and what company originally installed the systems?

Answer 3 2019 Colossal LLC

Question 4 Do you have the Crestron Program and Simple Windows files?

Answer 4 Yes, but they are on multiple CD roms

Question 5 Are there current as-built drawings for the rooms/systems?

Answer 5 No

Question 6 Is there a list of any additional equipment for this room/system?

Answer 6 No there is no additional equipment

Question 7 The SOW identifies B-1 Training Teleconference Rooms A and B, but Attachment S02 does not provide an equipment inventory for these rooms. Please provide the complete inventory and clarify whether Rooms A and B are separate systems.

Answer 7 That list was provided initially and can be provided again.

Question 8 Section B.2 identifies 251 North Main Street as the performance location, while Section B.4 lists both 251 North Main Street and 100 North Main Street. Please confirm whether any equipment or services are located at 100 North Main Street and, if so, provide the applicable room and equipment inventory.

Answer 8 The only location for this request is 251 N Main Street Winston Salem NC 27155.

Question 9 Section B.2 states that all equipment is Government-furnished and "will be installed by the contractor." Please confirm whether equipment installation is part of this requirement or whether this language refers to equipment that is already installed and is to receive preventative maintenance.

Answer 9 The equipment furnished refers to any items found by the contractor that need to be updated or replaced. We want the contractor to install.

Question 10 The SOW requires the contractor to replace cables when required and to perform cleaning, adjustments, and lubrication.

Please clarify whether replacement cables and routine maintenance consumables must be included in the firm-fixed quarterly price. Please also confirm whether replacement equipment, components, and other repair parts are outside the quarterly price and, if so, identify the authorization and pricing mechanism for those items.

Answer 10 We prefer that consumable be included in the firm fixed price.

Question 11 The SOW requires the contractor to replace cables when required and to perform cleaning, adjustments, and lubrication.

Please clarify whether replacement cables and routine maintenance consumables must be included in the firm-fixed quarterly price. Please also confirm whether replacement equipment, components, and other repair parts are outside the quarterly price and, if so, identify the authorization and pricing mechanism for those items.

Answer 11 We require quarterly visits but also require support on call for emergencies. Corrective service should be done with quarterly visits. Service interruption is any technical deficiency that causes the system to go down or be rendered inoperable. (This after all efforts are made by us to trouble shoot).

Question 12 Section E.2 asks offerors to demonstrate the ability to diagnose and resolve A/V issues before service interruption. Please clarify whether this is an evaluation of the proposed preventative-maintenance methodology or a requirement to provide continuous monitoring or unscheduled on-call support.

Answer 12 Part 1 No, the goal is to provide support that will keep the system operating as intended, there is no continuous monitoring, but we do require support within one (1) business day, and support would have to take place during regular business hours whether it is via on-line call in or a physical visit.

Question 13 Please confirm whether performance requires contractor personnel to access VA networks, information systems, system credentials, or VA-sensitive information when checking data logs or servicing rack PCs and network-connected A/V controls. If such access is required, please identify the applicable personnel security, training, credentialing, and information-system security requirements.

Answer 13 No access to VA networks, info systems, system credentials, or VA-sensitive info is necessary, when checking data logs or servicing the rack PC and network connected A/V controls. The only access a contractor would need is to the building, and the spaces where the physical systems are located.

Question 14 Please confirm that the contractor may invoice separately after completion and Government acceptance of each quarterly preventative-maintenance visit and its associated report, rather than only after completion of the full annual period.

Answer 14 Yes, all billing is after each service visit.

Question 15 Please provide current system drawings, equipment configurations, maintenance history, service records, and known deficiencies for the listed equipment.

The first preventative-maintenance visit is required within ten business days after award. If Government-required access or security processing prevents performance within ten business days after award, will the first-service deadline be adjusted for the period of the Government-caused delay?

Answer 15 There is a component list however there are no drawings, and there is nothing that identifies any deficiencies.

Answer 16 Yes.

Question 17 Please provide a corrected, complete equipment inventory identifying each covered room, equipment quantity, manufacturer, model number, serial number if available, and system relationship.

Answer 17 That has been provided

Questions 18 Please confirm whether the "185 Inch Sharp TV Monitor" entries for Rooms 142 and 521 mean one 85-inch Sharp monitor in each room or a 185-inch display.

Answer 18

(1) 85-inch monitor in each of those spaces. (8) total (4) in B-1; (1) in room 142; (1) in room 521; (2) in room 721.

Question 19 Please reconcile the room names in the SOW with Attachment S02 and confirm the exact covered systems, including PCT/VRE Room 142 versus VRE Conference Room 142, Joint Teleconference Room SSD/VSC 521 versus SSD/VSC Conference Room 521, and Teleconference Room 621 versus VSC Conference Room 621.

Answer 19 The room PCT/VRE Room 142 vs VRE Conference room 142 are the same. And all the others that have division names and then conference room names are the same.

Question 20 For Room 621, please confirm the number of Vaddio Robo Cameras covered by the requirement.

Answer 20 All of them should be covered. There is a Vaddio camera in every conference and the training areas a total of (9)

Question 21 For Room 711A, please confirm the number and type of control panels covered by the requirement.

Answer 21 Two (2) Crestron panels (1) in each space 711 A and B.

Question 22 Does each quarterly unit require one coordinated visit covering every listed room and all covered equipment, or may the contractor perform the quarterly work over multiple scheduled days or visits?

Answer 22 All systems need to be PMed during the same visit. If it takes multiple days to complete that is fine.

Question 23 Please specify the required timing or spacing of the four quarterly visits and whether the Government will establish the quarterly schedule after award.

Answer 23 The quarterly should be every three (3) months and the initial visit shall be 10 days or (2) weeks after the award.

Question 24 Please clarify what is meant by "checking data logs," including which devices or applications contain the logs, what review must be performed, whether logs must be exported, and whether Government credentials will be provided.

Answer 24 The logs that we are referring to are the logs of visits (the quarterly visits) and services performed as well as any service calls outside of the normal quarterly visits. We want to know what was found and what was done to remedy any issues, to include recommendations and any updates, equipment that needs to be replaced ect.

Question 25 Is the contractor authorized to change device settings, update firmware or software, recalibrate programmed functions, or modify A/V control programming during preventative maintenance? If so, what approval, backup, testing, and configuration-documentation procedures apply?

Answer 25 Yes, to all. No additional approval or access is need.

Question 26 Please identify any ceiling heights, high-mounted equipment, restricted work areas, or other conditions requiring ladders, lifts, fall protection, special permits, or additional personnel. Will the Government provide any required lift equipment?

Answer 26 The ceiling height on average is (9) feet or 8.10 inches; everywhere except in B-1 where the ceiling is (12) feet.

Question 27 Please define the acceptance criteria for each quarterly service and report, including who will accept the work, whether every listed device must pass an operational test, and how pre-existing failures or unavailable equipment will be documented and treated.

Answer 27 Acceptance criteria would be the ability to effectively utilize the equipment without any issues. The POC will be the COR II for this project. Ural McKnight. Every listed device does not need to pass an operational test if everything is working as intended. Any pre-existing failures should be remedied and any equipment that is unavailable should be made available by the POC.

Question 28 Section B.2 states that holiday work may be authorized for emergencies, but the SOW does not otherwise define emergency services. Please clarify whether the contractor must provide holiday, after-hours, or emergency support and whether such support is included in the quarterly price. Define what an emergency is, and if emergency response is required, what the timeline is. This is absent from the solicitation and would significantly change the terms if added above and beyond quarterly maintenance.

Answer 28 There will be no holiday or after hours work. Emergency services are defined as a need for support beyond our internal efforts to troubleshoot.

Emergencies need to be addressed within (1) business day, and remedied within a reasonable amount of time.

Question 29 Please clarify the relative importance of the evaluation factors. Section E.2 states that Technical, Past Performance, and Price are equally important, while Section E.3 states that Technical and Past Performance combined are equally important as Price. Which evaluation weighting will govern?

Answer 29 Technical and Past Performance combined are equally important as Price.

Question 30 Please identify all required quotation documents, forms, signatures, file formats, naming conventions, page limits, and email submission requirements, including whether a signed SF 1449, completed price schedule, technical narrative, past-performance information, and signed VAAR 852.219-75 certification must be submitted as separate files.

Answer 30 As a separate file is fine, the certificate is in the solicitation as well

Question 31 The solicitation states that award will be a firm-fixed-price Delivery Order/Task Order, while the cover page describes submission "via open market." Please confirm whether the resulting award will be a standalone contract or an order under an existing contract vehicle and identify any vehicle eligibility requirements.

Answer 31 Award will be a standalone contract

Question 32 Please confirm whether option-year prices may be adjusted for revised Service Contract Labor Standards wage determinations and identify the clause or adjustment mechanism that will apply

Question 33 If a quarterly inspection identifies a failing component that cannot be repaired or replaced during the scheduled visit, will the quarterly service be considered complete and acceptable after the deficiency is documented?

Answer 33 Yes.
