About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 6, Hampton VA Medical Center, seeks autopsy transport services for deceased veterans, with proposals due September 15, 2026. This procurement is set aside for small businesses.
Place of performance is Hampton, Virginia. The contractor shall provide two line items: transportation of deceased veterans from Hampton VA Medical Center to VCU Healthcare Center for autopsy (5 trips estimated), and transportation from VCU Healthcare Center to funeral homes within a 150-mile radius following autopsy completion (5 trips estimated). The contract period runs October 1, 2026, through September 30, 2027, with a ceiling of $19 million on a firm-fixed-price basis.
The contractor must comply with all applicable Virginia human-remains transportation regulations, complete FWA TMS training for all personnel, and provide temperature-controlled transport with proper insulation for up to 5 hours. Critical performance requirements include same-day pickup and delivery before 5:00 PM EST for pre-noon requests, or deferral to 8:00 AM the next business day if delays occur. All costs—mileage, tolls, parking, waiting time, after-hours service, fuel, sanitation, and PPE—must be incorporated into firm-fixed unit prices; estimated average trip distance for post-autopsy transport is 100 miles. Hampton VA Histology staff will coordinate pickups and drop-offs to ensure operations occur during business hours and will monitor transportation quality and verify patient identifiers at pickup and delivery.
The NAICS code is 485991, Special Needs Transportation. Award will be made to the lowest-priced offeror meeting technical acceptability standards. Technical compliance is determined through adherence to the Statement of Work, pricing submission, delivery lead times, representations and certifications, and company information; no separate technical narrative is required.
