About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 6, extending the solicitation deadline and providing vendor responses to clarification questions.
The solicitation (36C24627Q0017) is for special needs transportation services supporting deceased-body transport for autopsy and post-autopsy delivery to funeral homes. Two contract line items (CLINs) are required: CLIN 0001 covers transportation of deceased persons from Hampton VA Medical Center to VCU Medical Center for autopsy (5 units estimated), and CLIN 0002 covers transportation from VCU Medical Center to funeral homes within a 150-mile radius post-autopsy (5 units estimated). The extended offer receipt deadline is September 15, 2026, at 9:00 AM EDT. Award will be made to the lowest-priced offeror meeting technical acceptability, with technical compliance determined through adherence to the Statement of Work, pricing submission, delivery lead times, representations and certifications, and company information—no separate technical narrative is required. All costs must be incorporated into firm-fixed unit prices, including mileage, tolls, parking, waiting time, after-hours service, fuel, sanitation, and PPE, with an estimated average trip distance of 100 miles for post-autopsy transport. Critical performance requirements include same-day pickup and delivery before 5:00 PM EST for pre-noon requests (or deferral to 8:00 AM next business day if delays occur), FWA TMS training completion for all personnel, compliance with Virginia human-remains transportation regulations, and provision of temperature-controlled transport with proper insulation for up to 5 hours. The NAICS code is 485991 (Special Needs Transportation), and the product/service code is V129 (Transportation/Travel/Relocation—Other).

The purpose of this amendment is to extend the due date and time of this requirement as well as answer vendor questions.
The new due date/time for the solicitation is 9/15/2026 at 9:00 AM EST.
Please review the attachment for the questions/answers.
Contracting Officer
1. Response Time: What is the required contractor response/pickup time after notification from Hampton VA Medical Center that transportation is required?
The department is anticipating that any request made before noon can be fulfilled same-day for travel from the Hampton VAMC to VCU Medical Center. The VCU medical center is open Monday through Friday from 9:00am-5:00pm EST, so delivery must be fulfilled before 5:00 pm EST.
2. Vehicle Requirements: Are there specific vehicle requirements for transporting the decedent, including vehicle type, interior configuration, stretcher/cot system, securement equipment, privacy requirements, or sanitation specifications?
Any interested vendor must have knowledge of this portion as we are not subject matter experts for the requirements of properly transporting human remains. It is expected the body will be moved with respect and that the body will be protected from bumps/shocks and changes in temperature (body should be properly insulated to be protected from significant temperature change for 5 hours) so that the body arrives in a condition suitable for an autopsy and subsequent funeral.
3. Licensing/Permits: Does the VA require the contractor or its drivers to possess any specific Virginia funeral-service, mortuary, removal-service, human-remains transportation license, permit, registration, or other credential to perform this requirement?
Transport from HAMVAMC to VCU Medical Center requires compliance with Virginia regulations on the transport of human remains. If a body needs to be transported to a nearby state, such as North Carolina, the transport service will need to comply with that state’s laws which may include obtaining a burial-transit permit.
4. Personnel Training: Are there specific training requirements for personnel performing the transportation, such as bloodborne pathogens, infection control, PPE, human-remains handling, or other VA-required training?
Any contractor who comes on site must have FWA TMS training completed. Contractors may be briefed by the laboratory on expectations for body identification. Laboratory personnel will be coordinating the transport between Hampton and VCU and will update the transportation staff as needed. It is expected the transport service will provide own PPE such as gloves, gowns, and goggles. The body will be placed in a body bag along with patient identification affixed to the outside of the bag by VA staff prior to arrival of the transport company.
5. Subcontracting: May the prime contractor utilize qualified local drivers or transportation subcontractors to perform services under this contract, provided the prime contractor maintains responsibility for contract performance and all personnel satisfy applicable requirements?
Subcontractors may still be required to take the FWA TMS training.
6. CLIN 0002 Pricing: Because the post-autopsy destination may be a family-selected funeral home within a 150-mile radius of VCU Medical Center, should offerors quote one fixed unit price that covers any destination within that entire radius, or will mileage/distance be separately reimbursable?
Please consider and include all these parameters in the fixed unit price.
7. Additional Transportation Costs: Should the quoted unit prices include all tolls, parking, waiting time, after-hours service, mileage, fuel, sanitation/PPE and other transportation-related costs, or are any of these separately reimbursable?
Please consider and include all these parameters in the fixed unit price.
8. Waiting/Delay at Facilities: If the contractor experiences an extended wait at Hampton VA, VCU Medical Center, or the receiving funeral home that is outside the contractor's control, is there a separate waiting-time provision, or must this risk be incorporated into the fixed unit price?
Please consider and include all these parameters in the fixed unit price.
9. Insurance: Are there minimum insurance limits or specialized insurance requirements applicable specifically to transportation of deceased persons beyond the insurance requirements otherwise incorporated into the solicitation?
It is expected that contractors operating within this field should be knowledgeable of and comply with the applicable insurance requirements established by the Commonwealth of Virginia for these services.
10. Delivery Lead Time: Please clarify the intended delivery lead-time requirement for this on-call transportation service and whether offerors should state a proposed response time in their quote.
It is expected that if a request is placed prior to noon, that body transport should be able to pick up from Hampton and deliver to the VCU medical center same-day before 5PM.
In the event of traffic or other reasonable delays that will prevent a delivery before 5PM, the pick-up should be deferred until the following business day, at 8AM. Similar time requirements are expected for the funeral home, but funeral homes may have different hours of operations and it will be up to the Hampton Laboratory to coordinate and work around these hours.
11. Authorized Distributor Documentation: The solicitation instructions reference authorized distributor documentation. Please confirm whether that requirement is applicable to this transportation-services procurement.
This portion of the solicitation can be disregarded as it is not applicable to this requirement.
12. Estimated Quantities: Please confirm that the quantities identified for CLIN 0001 and CLIN 0002 are estimates and that actual ordering will be based on VA’s requirements during the period of performance.
Yes, we cannot predict a yearly amount of autopsy requests due to lack of data. We believe that a contract that supports 5 autopsies will be sufficient.
13. The formatting of the Standard Form 1449 appears distorted and misaligned within the Word document, making it difficult to complete accurately. Will the Government provide a clean PDF or editable copy of the SF1449, or may offerors complete and submit a separately downloaded SF1449 containing the required solicitation information?
A PDF version of the S1449 has been posted. Apologies for the issues with the word document.
14. The Award Basis states that award will be made to the lowest-priced offeror meeting technical acceptability. However, the Instructions to Offerors do not identify a separate technical approach, technical narrative, or technical submission requirement. Please confirm whether offerors are required to prepare and submit a technical approach or whether technical acceptability will be determined from compliance with the Statement of Work, the pricing submission, delivery lead time, representations and certifications, and the other company information identified in the Instructions to Offerors.
The latter. Technical acceptability will be determined from compliance with the SOW, pricing, representations/certifications and other company information identified in the Instructions to Offerors.
15. Regarding Item 0002 (Transportation of Deceased After Completion of Autopsy from VCU Medical Center to Funeral Home, 150-Mile Radius): to support a firm-fixed-price, per-unit quote, could you provide the average or typical distance historically traveled for this leg of transport? Since the funeral home destination varies by family selection within the stated 150-mile radius, historical data would allow us to submit a more precisely calibrated price.
The average estimated trip length is 100 miles as a burial in the Hampton Roads area is the most common.
