About this opportunity

The USDA Forest Service Pacific Northwest Research Station is procuring 313 autonomous recording units (ARUs) to support the Northwest Forest Plan Effectiveness Monitoring Program, which fulfills critical statutory requirements under the National Forest Management Act, Endangered Species Act, and National Environmental Policy Act. The required devices must be rugged, weatherproof passive recording units capable of withstanding extreme temperatures (-4°F to +185°F) while maintaining high-quality audio recording (78 dB signal-to-noise ratio) within the 100-96,000 Hz frequency range for monitoring songbirds and terrestrial mammals. The units must feature programmable recording capabilities with sunrise and sunset synchronization, support up to 1TB SDXC cards, and provide extended battery life of 1330 hours for multi-month field deployments. Contractors must submit technical proposals demonstrating equipment capabilities, price proposals using the provided schedule, and required certifications via email to william.g.ristoff@usda.gov. The submission deadline is September 24, 2025, at 11:00 AM Mountain Time, with the anticipated contract award structured as a firm fixed-price arrangement.

This solicitation is designated as a Total Small Business set-aside under NAICS code 334310 (Audio and Video Equipment Manufacturing), with no incumbent contractors identified in the provided documentation. The procurement supports a monitoring program that collects approximately 2 million hours of sound data annually to track species presence and trends across large spatial and temporal scales in the Pacific Northwest. The contract performance period extends from September 16, 2025, through October 30, 2026, with delivery required to the PNW Forestry Sciences Laboratory in Corvallis, Oregon. While specific award values are not disclosed in the solicitation notice, the procurement represents a significant investment in environmental monitoring technology to enable continued forest restoration work across federal lands. The place of performance is located at 3200 SW Jefferson Way, Corvallis, OR 97331, supporting field research operations throughout the Pacific Northwest region.

USDA Forest Service Pacific Northwest Research Station Autonomous Recorder

This purchase directly supports mission-critical work under the Northwest Forest Plan Effectiveness Monitoring Program, which is essential to meeting statutory requirements under the National Forest Management Act (NFMA), the Endangered Species Act (ESA), and the National Environmental Policy Act (NEPA). Passive acoustic monitoring using autonomous recording units (ARUs) enables efficient, defensible tracking of species presence and trends across large spatial and temporal scales. This information is foundational to evaluating the effects of forest management actions, including timber harvest and wildfire risk reduction projects, as mandated by law and agency policy. The monitoring program has been repeatedly recognized as critical for informing adaptive management, fulfilling legal obligations, and enabling the continued pace and scale of active forest restoration work across federal lands in the Pacific Northwest.

Each season we collect up to approximately 2 million hours of sound data using autonomous sound recording units. The ARUs we use in the field must be rugged, weatherproof, passive recording devices that are capable of being programmed with sunrise, sunset, and intermittent recording times that can record for several months when left in the field. The units must be able to withstand cold, rainy, and hot weather conditions and must record with high quality ( ≥78 dB signal-to-noise ratio) within the range of vocal songbirds and terrestrial mammals between 100-96000 Hz. There are very few terrestrial autonomous recording units available on the market that can be programmed and left out in the field to record for several months at a time.

We will need 313 Units
