About this file

This file is an Independent Government Estimate (IGE) Schedule of Items for a USDA Forest Service solicitation for autonomous sound recorders. The procurement is for 313 acoustic small sound recorders to support the Northwest Forest Plan Effectiveness Monitoring Program, with a base year performance period from 09/16/25 to 10/30/26. The solicitation requires rugged, weatherproof passive recording devices capable of programming sunrise/sunset recording times, withstanding diverse weather conditions, and recording high-quality sound within 100-96000 Hz frequency range for monitoring wildlife species.

The contract is anticipated to be awarded as a firm fixed-price contract, with the procurement directly supporting critical environmental monitoring requirements under the National Forest Management Act, Endangered Species Act, and National Environmental Policy Act. The recording units will be used to collect approximately 2 million hours of sound data annually, enabling efficient tracking of species presence and trends across large spatial scales, which is essential for informing forest management actions and restoration work in the Pacific Northwest region.

Instructions

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.
