About this opportunity
The Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA) is seeking to procure an Infratest USA GTR Model Asphalt Analyzer Automatic Extraction Device for laboratory use. This brand-specific procurement is justified by the device's unique capabilities to test asphalt mixtures containing synthetic fibers or ground tire rubber, and its ability to operate without a chiller while using dimethylchloride as a solvent. The solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures, with quotations due by March 20, 2025, at 12:00 PM ET. Potential vendors must be authorized Infratest USA resellers and must be registered in SAM.gov prior to award. The contract requires the supplier to provide comprehensive support, including initial training on maintenance, calibration, and safety procedures, with a one-year warranty.
The solicitation is set aside for total small business participation and is classified under NAICS category 334516 (Analytical Laboratory Instrument Manufacturing) with a Product Service Code of 6640. The place of performance is located in Sevierville, TN, where the device will be installed and operationally verified. While no specific award value is disclosed, the procurement appears to be under $250,000. The contractor will be required to deliver the extraction device by March 31, 2025, and must demonstrate the ability to measure asphalt content to within +/- 0.1% accuracy. Additionally, the vendor must comply with specific federal provisions, including representations regarding telecommunications equipment and prohibitions on certain Chinese technology vendors, as outlined in the FAR clauses 52.204-24, 52.204-26, and 52.204-27.
