1.0 Introduction

The National Geospatial-Intelligence Agency (NGA) is the Nation’s primary source of geospatial intelligence (GEOINT) for the Department of War (DoW) and the US Intelligence Community (IC). NGA delivers world-class GEOINT that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders from seabed to space.

2.0 Purpose

NGA is striving to develop an approach to acquire geospatial information and knowledge to expand access to data and services for the National System for Geospatial Intelligence (NSG) and accelerate analysis workflow modernization objectives by integrating data and services into enterprise capabilities. Therefore, the NGA seeks a contractor to employ technologies such as automated computer vision (CV) to detect, identify, classify, and mensurate man-made vertical obstructions (VOs) posing significant aviation dangers and risks for low altitude aviation mission planning and rehearsals.

3.0 Objective

The NGA’s objective is to acquire contractor derived unclassified VO data to satisfy emerging geospatial requirements that inform and enhance the development of enduring commercial capabilities. The NGA is seeking a contractor to provide comprehensive VO data sources to enhance aviation mission planning. Additionally, the NGA is seeking the contractor provided capability to provide robust quality assurance and accuracy data of the aggregated VO data. The NGA expects, over the Period of Performance (PoP), for the contractor provided VO data to inform NGA and NSG partners on current and newly constructed VOs; thereby, enabling enhanced aviation mission planning and aviation accident risk reduction.

4.0 Background

The GEOINT mission responsibilities of several offices in NGA and NSG mission partners have had an enduring need to support low altitude mission planning, to conduct prioritization of VOs, hazards detection, and force protection. NGA and NSG partners have a mission critical need to accelerate the VO Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) process to improve the timeliness of VO identification and characterization into unclassified and classified networks and for automated data analysis and integration into visualization tools. Therefore, the NGA is seeking a contractor provided capability to automate VO end-user access that supports NGA’s mission to deliver analytic insights to policymakers and warfighters, leveraging the unique capabilities of the commercial GEOINT industry.

5.0 Scope of Work

The NGA is seeking a contractor capable of providing comprehensive VO data using cutting edge technologies such as, but not limited to, CV/Machine Learning (ML) detection and characterization technologies integrated with comprehensive, high-resolution imagery and elevation data. These capabilities must enable low-altitude aviation mission planning and enhance geospatial intelligence analysis by providing timely mission data to decision-makers preparing for and conducting aviation mission planning and rehearsals.

The NGA requires the contractor‑derived solution to evolve, augment, and accelerate enterprise‑level VO identification and characterization analysis workflows by employing technologies capable of rapid and accurate VO detections.
