About this file

This is a Request for Information (RFI) document containing technical evaluation questions for the Automated Vertical Obstruction Identification and Detection (AVOID) contract opportunity solicitation HM047626R0061, issued by the National Geospatial Intelligence Agency (NGA), a component of the Department of Defense.

The RFI outlines eight primary question categories with specific word limits that prospective contractors must address. Task-1 AVOID Service/Support requires respondents to describe their experience and methodology using AI, machine learning, and computer vision technologies to detect vertical obstructions, achieving detection rates of 90% for obstructions at or above 50 feet AGL, 80% at 25 feet AGL, and 70% at 10 feet AGL, with a maximum 5% false positive rate. Contractors must also demonstrate capability to determine horizontal coordinates and vertical heights with 5-meter circular error and 20-foot linear error accuracy at 95% confidence, support minimum two annual data refreshes covering 15 million square kilometers, and provide deployable systems operational in low-to-zero bandwidth environments. Additional Task-1 requirements address user access and support through PKI-based authentication, Day-1 vertical obstruction identification via GUI, and virtual/in-person technical and training support. Task-2 establishes higher performance thresholds for Safety of Navigation applications, requiring 95% detection rates at 50 feet and 25 feet AGL with 3-meter horizontal positioning accuracy. The Optional Task-3 addresses surge capacity through cloud architecture integration. Remaining questions address technical deliverable formats (CSV, KML, SHP, TFADS-O, GPK), quality assurance metrics with four-hour turnaround for non-complex environments and 48-hour turnaround for complex environments, and field service representative support capabilities for deployed military forces and Special Operations Forces communities. The RFI requests contractor recommendations on contract type, structure, and pricing models.

a. Describe your experience and methodology using cutting-edge technologies, such as, but not limited to, AI, ML, and computer vision (CV) to detect vertical obstructions using high-resolution imagery. Specifically, address your system's capability to achieve the following performance thresholds: a ≥ 90% detection rate for obstructions at or above 50 feet AGL; a ≥ 80% detection rate at or above 25 feet AGL; a ≥ 70% detection rate at or above 10 feet AGL; and a maximum false positive rate of ≤ 5% of all flagged VO detections.

b. Describe your experience and methodology using cutting-edge technologies, such as, but not limited to, AI/ML/CV algorithms or 3D geometric modeling to determine the horizontal coordinates (X-Y) and vertical heights (Z) of vertical obstructions. Specifically, detail how your approach achieves a Circular Error at ≥ 95% confidence of ≤ 5 meters for horizontal positioning, and specify your corresponding Linear Error at 95% confidence of ≤ 20 feet for vertical height accuracy.

c. Describe your experience and methodology using verification and validation (V&V) tools for quality control and integration into TCPED processes and procedures of cutting-edge VO identification technologies.

d. Describe your ability to support a minimum of two data refreshes annually over Areas of Interest (AOIs) at a minimum of 15 million sq km.

e. Describe your ability to provide a deployable system capable of analyzing VO data for mission planning in low-to-zero bandwidth environments. Your response should detail how the system maintains full operational capability when disconnected from enterprise networks.

2. In accordance with section 5.0 Scope of Work / 5.1 Task-1: AVOID Service/Support: User Access and Support (1000-word limit): Comment by Switzer Ryan A NGA OCSG USA GOV: See above comment

a. Describe your experience engaging with and supporting customers to ensure consistent reliability and on-going technical and troubleshooting support to ensure successful implementation of VO identification and detection technology supporting critical national security missions.

b. How will your solution leverage USG Public Key Infrastructure (PKI) credentials to securely authenticate users and audit system activity? Please describe your methodology for logging user actions and generating required monthly reports on system usage, user metrics, and data export sizes.

c. Describe your methodology for providing Day-1 vertical obstruction identification and scanning using a customer accessible GUI.

3. In accordance with section 5.0 Scope of Work / 5.1 Task-1: AVOID Service/Support: Additional Services and Support (500-word limit): Comment by Switzer Ryan A NGA OCSG USA GOV: See comment above.

a. Describe your ability and method for providing virtual, in-person, and exercise support to NGA and NSG partners. What is your approach to rapidly deploying technical and training support for critical national security missions?

b. Describe your experience delivering notifications and documentation of any updates/changes to your technical VO identification and detection solution used to generate data (i.e. change date, modifications made, and justifications for changes).

4. In accordance with section 5.0 Scope of Work / 5.2 Task -2: Safety of Navigation AVOID Service/Support (500-word limit) Comment by Switzer Ryan A NGA OCSG USA GOV: See comment above.

a. Describe your experience and methodology for providing vertical obstruction identification and detection services and support at a safety of navigation standard. Specifically, address your system's capability to achieve the following performance thresholds: a ≥ 95% detection rate for obstructions at or above 50 feet AGL; a ≥ 95% detection rate at or above 25 feet AGL; a ≥ 90% detection rate at or above 10 feet AGL; a maximum false positive rate of ≤ 5% of all flagged VO detections.

b. Describe your experience and methodology using cutting-edge technologies, such as, but not limited to, AI/ML/CV algorithms or 3D geometric modeling to determine the horizontal coordinates (X-Y) and vertical heights (Z) of vertical obstructions. Specifically, detail how your approach achieves a Circular Error at ≥ 95% confidence of ≤ 3 meters for horizontal positioning, and specify your corresponding Linear Error at 95% confidence of ≤ 20 feet for vertical height accuracy.

5. In accordance with section 5.0 Scope of Work / 5.3 Optional Task-3 AVOID Data Volume Increase (Surge Capacity) (250-word limit): Comment by Switzer Ryan A NGA OCSG USA GOV: See comment above.
