The Department of Agriculture Agricultural Research Service seeks a microscope slide scanner system meeting or exceeding the Aperio FL120 specifications, with quotations due May 15, 2026 at 9:00 AM PT. This is a Total Small Business Set-Aside RFQ for commercial items under FAR Part 12, with one award anticipated on a lowest-price technically acceptable basis.

Place of performance is College Station, Texas (498 Olsen Blvd, TAMU 2250). The system must deliver brightfield and fluorescent imaging capability for histological analysis of plant and animal tissues, with automated scanning for over 100 slides per session, scan speed not exceeding 450 seconds for a 15 × 15 mm slide at 20X magnification, and 5.5 micron × 5.5 micron pixel resolution. Required features include 3D specimen representation, 8-slot automatic filter wheel for fluorescence, 20X and 40X APO objectives with accommodation for 63X oil objectives, LED light source supporting DAPI, GFP, Orange, CY5, Red, and CY7 imaging, automated slide loader, and integrated workstation software. The system must weigh less than 120 kg and fit existing lab space. Delivery is FOB within 60 days of award, with comprehensive on-site installation and training immediately following delivery, plus one year of phone and virtual support. Quotations must include firm-fixed pricing valid 60 days minimum and include all costs (shipping, installation, training, support). Offerors shall submit completed SF-1449 with all blocks, SAM.gov UEI, and capability statements demonstrating technical compliance with all salient characteristics. Questions are due May 13 at 2:00 PM PT. Award will be made without discussions unless the Government deems discussions in its best interest. Failure to submit all required items prior to the deadline will result in rejection without further discussions.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0583 is issued as a Request for Quotation (RFQ) for Microscope Slide Scanner.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334516  The small business size standard is 1,000  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award OFFERORS SHALL SUBMIT ALLOF THE FOLLOWING:

  1. Submit Firm Fixed Price quotation (quote on company letterhead) detailing the item(s), description, price, PLACE of MANUFACTURE, and inclusive of ALL costs including , but not limited to shipping, and valid for at least 60 days after receipt of quote.
  2. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full.
  3. Submit Sam.gov Unique Entity ID (UEI) with quotation. 
  4. Submit Capability Statement and/or technical documentation/brochures showing technical capability to meet or exceed ALL salient characteristics in the Specifications.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation prior to due date will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
