About this opportunity
The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Riley, Kansas, issued a Limited/Sole Source Justification Notice for the award of contract W911RX-26-D-A002 on November 1, 2025, to provide augmentee cook services to support six dining facilities across the installation. The justification for this non-competitive procurement stems from a critical shortage of military culinary specialists (Military Occupational Skill 92G), with staffing levels projected to decline to 42 percent of authorized strength, necessitating contracted support to maintain meal quality, timeliness, and consistency standards at the Warrior Restaurants. Under the Randolph-Sheppard Act authority, the contract provides for a team of lead cooks and line cooks organized into shifts to augment the depleted military cook population, typically requiring two shifts per day across the dining facilities in the garrison area of Fort Riley, Kansas. The awarded vendor information and contract value are not publicly disclosed in this notice. The base contract period runs from November 1, 2025, through October 31, 2026, with two additional option years available, allowing the incumbent contractor to maintain workforce continuity and rapidly mobilize certified personnel to support ongoing military operational requirements, personnel rotations, and exercises.
Notice text
As a result of shortages in assigned Military Cooks and simultaneous operational requirements, Fort Riley’s Military Cook population has been depleted below the minimum manning levels required to operate Warrior Restaurants. The shortfall in Cook capacity results challenges meeting meal timeliness, quality, and consistency standards within Fort Riley’s Warrior Restaurant(s). The contractor shall provide Cooks to augment Army Culinary Specialist (Military Occupational Skill 92G) in preparing food in the Warrior Restaurants (aka Dining Facilities) on Fort Riley. The contracted “Line” Cooks may vary in number and will be led by a contracted “Lead” Cook. The team of Lead Cook and Line Cooks will comprise a shift; the Warrior Restaurant will normally require two shifts per day. The Cooks will prepare food in the garrison area of Fort Riley, KS as outlined in the Performance Work Statement (PWS).
Awarded contract W911RX-26-D-A002 to unknown vendor for unknown amount on 2025-11-01.
