About this file
This is a Justification Review Document for a Far Part 6 Justification and Approval for Other Than Full and Open Competition. The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Riley, Kansas, is seeking to award a new Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Augmentee Cook Services at the 511th Field Feeding Company. The contract will bridge an existing purchase order and is being awarded through the Randolph-Sheppard Act (RSA), which provides economic opportunities for individuals with visual impairments.
The contract is necessitated by a critical shortage of 92G Culinary Specialists, with staffing levels expected to drop to 42% (52 of 123 available). The cook support is required for six dining facilities across Fort Riley, supporting military deployments, rotations, exercises, and overall operational needs. The base period runs from 01 November 2025 to 31 October 2026, with two additional option years. The incumbent contractor has previously provided full food service and is uniquely positioned to continue supporting the facility, with the ability to quickly mobilize certified cooks and maintain workforce continuity during ongoing military deployments and personnel shortages.

Control No: 2025-111
6. Reason for Authority Cited: As described in FAR 6.302-5(a)(2)(i), full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source.
a. Background: As prescribed in Army Regulation 30-22 Section 3-43(c)(1), when 92G staffing levels fall below 75 percent, then supplemental services are allowed to be sought through contracting actions. Recent changes to deployments, training requirements and personnel change-in-station requirements indicate the available staffing of 92Gs assigned to the 511th Field Feeding Company (FFC) is expected to decrease to a staffing level of 42%, or 52 of 123 92Gs available for duty. The 511th FFC has primary responsibility for operating the Whitside Warrior Restaurant, with the intention to include them at other warrior restaurants on Fort Riley as needed. Running a Warrior Restaurant for a full week requires seventy-three (73) 92G manhours.
Inadequate 92G availability affects food kiosk, food truck, Warrior Restaurant operations, and feeding of Subsistence in Kind (SIK) Soldiers who rely on these different food service options for daily food rations. Three brigades deploying to the National Training Center (NTC) will require cook support, further reducing the number of available cooks at the Fort Riley Garrison. Post NTC rapid deployments will be a reoccurring issue that reduces staffing of 92Gs to approximately 50%. Soldiers of the 511th FFC are often tasked with supporting other deploying units without much notice, leaving the number of cooks available at Fort Riley at minimal levels.
Due to the unexpected deployments of the 92Gs and their staffing being depleted so quickly, there is a need for continuation of cook services at Fort Riley to support DFAC operations and keep 92G workloads to a manageable expectation. has provided cook support services under contracts W911RX-19-P-0007 and W911RX-20-P-0001, W911RX-21-D-0007, W911RX-23-P-0009, and W911RX-23-P-0014 and is still capable of providing cook support to Fort Riley Kansas DFACs.
b. Alternatives: Given the 92G reduction across the Army, limited alternatives are available to the Government. Alternatives such as providing Basic Assistance for Subsistence (BAS) for affected soldiers would take the same amount of time and approvals as the length requested for temporary cook support. Asking for additional personnel from other military assets is impractical as the amount of training to convert them to 92Gs would take resources that won’t be available and other trained 92Gs from other bases are being deployed in similar numbers leaving other bases with the same personnel shortages. Awarding a long-term cook support contract is the best alternative in terms of budget constraints and personnel availability to allow DFACs to remain open to support the soldiers of Fort Riley until the long-term deployments are completed. The contracts referenced in Section 11 reflect an ongoing requirement due to the Full Food Service protest and deployments and reductions of 92Gs.
c. Additional Information. was also the previous vendor for Full Food Service on Fort Riley under contract W911RX-11-D-0006 before an Army policy change mandated increased usage of 92G Soldiers in dining facility operations. has performed cook support under the current purchase order without issue. Within the time
Control No: 2025-111 constraints presented, it is not possible for a new vendor to assume the 1ID cook support requirements without the Government experiencing a lapse in service with the impending deployment of 92Gs. is familiar with the installation and the current program requirements, to include implementing possible COVID-19 protocols should the need re-arise. is the incumbent contractor and employs DFA and cook workers, when cooks are needed. DFA workers who are certified cooks step into the cook roles for the day or week, on an as needed basis due to the irregularity of the schedule of 92G soldiers. is the best suited contractor to accomplish the Government’s need for Cook Support Services.
d. Impact if the J&A is not approved: Fort Riley will have no choice but to leave the DFACs closed that support the health and wellness of the Soldiers stationed on post.
This will impact training and Soldier readiness as Commands will need to account for the additional time and money needed to find other solutions for Soldier subsistence.
The welfare of existing 92G soldiers is also at stake, with very little time off due to manpower shortages, 92G soldiers rarely have days off duty which affects morale and welfare for soldiers and families. There are extremely limited choices for on-base feeding and few choices off post that can be obtained within a standard 30-minute lunchtime. The loss of a dining facility would create additional burdens on the remaining food service assets, which would affect the missions of the Garrison and tenant commands on Fort Riley.
7. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(4), this action will not be synopsized. A Sources Sought Notice was published on SAM.GOV on 26 June 2025 with a closing date of 03 July 2025. As of the closing date, the Government received six responses indicating their capacity to support the services. Only currently qualifies under the RSA for the region.
a. Vendors responding to the Sources Sought do not have the proper licensing to be considered under the RSA in any region within Kansas, Missouri, or Oklahoma.
These vendors also represent a high risk in maintaining an effective workforce due to the sporadic requirements for cooks during the period of performance. The current vendor maintains the required workforce by employing the cooks under the DFA contract, thereby maintaining the workforce and installation access during the fluctuation in need for the required services. This workforce can be recalled within days with minimal effort due to the 92G unexpected deployments.
b. Subcontracting Competition: The Government will request a subcontracting plan in support of this action. The will be required to obtain as much competition as possible for any part of the requirement that is subcontracted and provide maximum opportunity to small businesses. Any requirements that they deem to be sole source will be justified and approved by the Government prior to the issuance of the subcontract.
Additionally, the approved plan will be incorporated and made a material part of the contract as required by FAR 19.705-5(5). The contractor will be required to select subcontractors on a competitive basis and small businesses will have the maximum practicable opportunity to participate in subcontracting opportunities.
