About this opportunity

The Federal Emergency Management Agency (FEMA) intends to issue a solicitation to award a single or multiple Indefinite Delivery Indefinite Quantity (IDIQ) contract for the maintenance of Alternative Temporary Transportable Housing Units (ATTHUs) and their associated group sites and alternative sites on the island of Maui. The contractor will be responsible for the comprehensive maintenance of up to 400 ATTHUs, including emergency, routine, and preventive maintenance, as well as supporting tasks such as removal, transportation, storage, and disposal of the units. The evaluation criteria will include demonstrated prior experience, project management approach, technical approach, past performance, and price. FEMA will use an advisory down-select procurement approach, with Phase I written submissions and Phase II oral presentations.

This is a 100% small business set-aside acquisition under NAICS code 561210 - Facilities Support Services. The current contract amount is not specified, but the contract will have a one-year base period with two 12-month option periods. The principal place of performance is various locations in Maui County, Hawaii, and a site visit is expected to be offered prior to proposal submission.

This Request for Proposal is a 100% Set-Aside for Small Business under NAICS Code (561210) for the award of a single or multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. As a result of the solicitation, FEMA anticipates issuing a contract in accordance with procedures outlined in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items; Part 15, Contracting by Negotiation, and Part 16.5, Indefinite Delivery Contracts, for the Maintenance of Alternative Transportable Temporary Housing Units (ATTHUs), Maintenance of Group and Alternative Sites, Removal, and Removal/Deactivation of the ATTHUs as required. FEMA anticipates issuing a one-year base period of performance to begin a day after contract award and two (2), one (1) year options.  Exercising of the option years is dependent upon satisfactory performance, continuing need, and the availability of funding.

The Government will be using a Two-Phase Solicitation Approach. Phase I will be submitted as written proposal and will consist of Factor Four (4), Demonstrated Prior Experience.  Phase II will be a combination of Oral Presentation and Written proposal requirements and will include Factors One (1), Management Approach, Factor (2), Technical Approach, Factor Three (3), Past Performance and Factor Five (5), Price.

Advisory Notification: After the Government completes reviews Phase I submissions, Offerors will receive an advisory notification via email from the Contracting Officer. The Government does not intend to conduct discussions under Phase I. Offerors whom the Government has confidence can meet the requirements, based on the reviews of Demonstrated Prior Experience questionnaires will be advised to proceed to Phase II. Offerors that are most highly considered will receive the Phase II Oral Presentation proposed date, and the proposal due date for Factors 1, (Project Management Approach) Factor 2, (Technical Approach), Factor 3 (Past Performance) , and Factor 5, (Price).  Phase II submissions will be due prior to oral presentations.

Offerors whom the Government does not consider most qualified to meet the requirements, based on the reviews of offerors Demonstrated Prior Experience will be advised not to proceed to Phase II. Offerors who were not considered most qualified will be advised that they are unlikely to be viable competitors, along with the general basis for that opinion. The intent of this advice is to minimize proposal development costs for those Offerors who are unlikely to be viable competitors. This will be a recommendation only and discontinuing the pursuit of the requirement following the notification is voluntary. The Government does not intend to provide debriefings after the completion of the advisory down select notifications. Failure to participate in Phase II precludes further consideration of an Offeror. Offerors that are not considered most highly and advised that they are unlikely to be viable competitors and still choose to proceed to Phase II, shall send an email within 2 business days after the receipt of the advisory notification indicating intent to participate in Phase II. Offeror submissions for Phase II will not be accepted from Offerors who have not submitted Phase I requirements by the due date and time provided for in this solicitation.

NO ADDITIONAL SUBMISSIONS ARE REQUIRED AT THIS TIME AND IF SUBMITTED, WILL NOT BE REVIEWED.  INFORMATION FOR SUBMISSION OF PHASE II REQUIRMENTS (TO INCLUDE ORAL PRESENTATIONS & SITE VISIT DATE/TIMES) WILL BE IDENTIFIED DURING THE ADVISORY NOTIFICATION PROCESS.

FEMA intends to issue a solicitation in order to award a single or multiple IDIQ contract for Maintenance of Grounds and Alternative Temporary Transportabe Housing Units on the Island of Maui.  The contractor shall be responsible for the comprehensive maintenance of a base of 169 ATTHUs but up to 400 units located on group sites and/or alternative sites. The contractor shall also be responsible for maintenance of all elements of the group sites and/or alternative sites. Additionally, the contractor could be directed by the Government to perform supporting tasks including removal, transportation, storage, disposal, and removal and/or replacement of the ATTHUs.

The contractor shall ensure that all ATTHU maintenance, group site maintenance, and supporting tasks are conducted in compliance with the PWS requirements and applicable Federal, state, and local laws and regulations. Applicable codes are provided in Appendix B, “Building Codes Applicable to Maui”, however, FEMA does not represent that this is all inclusive. The contractor will be responsible for ensuring all pplicable laws and regulations are followed. The contractor shall provide all personnel, facilities, tools, equipment, material, supplies necessary for the comprehensive maintenance of the ATTHUs, the group sites, and the alternative sites where the ATTHUs are installed, including removal and storage if deemed necessary, to perform and provide the items as required in the PWS.

Performance Requirements:

After award of the IDIQ contract, FEMA will issue task orders to fullfil the requirements identified in the PWS to support the ATTHU units and Grounds as needed.

This is an advanced notice (synopsis) of FEMA's anticipation of releasing the solicitation on or about Sept 6, 2024.

Proposals are not requested at this time.  Proposals shall be submitted in response to actual solicitation Request for Proposal (RFP) in strict compliance with the instructions to be provided in the solicitation.

Advisory Down Select solicitation approach:

FEMA intends to conduct this acquisition using an Advisory Down Select approach.  Phase I will require the submission of written responses and documentation, IAW the instructions of the solicitation.  Upon evaluation of the Phase I submission, the Contracting Officer will forward an Advisory Notification, advising offerors of the likelihood of being a viable competitor for this acquisition.  Only those offerors who are deemed to be among the most highly rated will be advised to proceed to Phase II.  Phase II will consist of an oral presentation, along with evaluation of the offeror's past performance and price proposals.

Site Visit:

A site visit is expected to be offered prior to submission of proposals.  Specific date/time for the visit will be announced at the time of solicitation or prior to reciept of proposals.
