M - Evaluation Factors for Award
The Government will be using a Two-Phase Solicitation Approach. Phase I will be submitted as written proposal and will consist of Factor Four (4), Demonstrated Prior Experience. Phase II will be a combination of Oral Presentation and Written proposal requirements and will include Factors One (1), Management Approach, Factor (2), Technical Approach, Factor Three (3), Past Performance and Factor Five (5), Price.
Advisory Notification: After the Government completes reviews Phase I submissions, Offerors will receive an advisory notification via email from the Contracting Officer. The Government does not intend to conduct discussions under Phase I. Offerors whom the Government has confidence can meet the requirements, based on the reviews of Demonstrated Prior Experience questionnaires will be advised to proceed to Phase II. Offerors that are most highly considered will receive the Phase II Oral Presentation proposed date, and the proposal due date for Factors 1, (Project Management Approach) Factor 2, (Technical Approach), Factor 3 (Past Performance) , and Factor 5, (Price). It is anticipated that Phase II oral presentations will begin two (2) weeks from the date of the advisory notification. Phase II submissions will be due prior to oral presentations.
Offerors whom the Government does not consider most qualified to meet the requirements, based on the reviews of offerors Demonstrated Prior Experience will be advised not to proceed to Phase II.
Offerors who were not considered most qualified will be advised that they are unlikely to be viable competitors, along with the general basis for that opinion. The intent of this advice is to minimize proposal development costs for those Offerors who are unlikely to be viable competitors. This will be a recommendation only and discontinuing the pursuit of the requirement following the notification is voluntary. The Government does not intend to provide debriefings after the completion of the advisory down select notifications. Failure to participate in Phase II precludes further consideration of an Offeror. Offerors that are not considered most highly and advised that they are unlikely to be viable competitors and still choose to proceed to Phase II, shall send an email within 2 business days after the receipt of the advisory notification indicating intent to participate in Phase II. Offeror submissions for Phase II will not be accepted from Offerors who have not submitted Phase I requirements by the due date and time provided for in this solicitation.
Phase II will be a combination of oral presentation and written proposal and will include Four Evaluated Factors:

The Government intends to award this Indefinite Delivery Indefinite Quantity contract to the responsible Offeror or Offerors whose proposal represents the best value to the Government. The basis for award will be best value in accordance with FAR Part 15. Evaluations will be based solely on the information included in the proposal. Therefore, the Offerors initial Proposal should contain the Offerors best terms. At any time prior to selection, including upon receipt of proposals, the Government may exclude a proposal from further consideration for any material failure to follow instructions, including the omission of required information. FEMA may negotiate and request revised quotes from only the apparent successful vendor or those that are determined to be only the highest rated. All evaluation factors are of equal weight. One (1) factor with a “Low " or "Unacceptable" rating will remove the Offeror from further consideration for award.
The Government will evaluate Offeror’s proposal submissions based on the following evaluation factors, listed in descending order of importance: Project Management Approach, Technical Approach, Past Performance, Demonstrated Prior Experience, and Price. Award will be made to the offeror whose proposal represents the best value to the Government, using the trade-off approach, as determined by the proposal evaluations. The Government reserves the right to award a contract to other than the low-price offeror or offeror with the highest merit rating after consideration of all factors. The technical proposal evaluation factors are listed in descending order of importance but, when all Technical Factors are combined, are significantly more important than price. As technical merit of an Offeror’s proposals becomes equal, the evaluated price may become the determining factor. Factors 1, 2, and 4 will be evaluated adjectivally and categorized as High Confidence, Some Confidence or Low Confidence.
A rating of Low Confidence in any of the technical factors 1,2, and 4 will render the entire proposal technically unacceptable and, therefore, not eligible for award. Factor 3 (Past Performance) will use an adjectival rating of Acceptable, Unacceptable, or Information Not Available. A rating of Unacceptable in Factor 3 will render the entire proposal unacceptable and, therefore, not eligible for award.
Evaluation Factors Phase I - Factor 4 –Demonstrated Prior Experience: The Offeror's prior experience will be evaluated to determine the extent to which it demonstrates delivery of services and solutions of similar scope and requirements. The Offeror’s prior experience information received from the questionnaire must include sufficient detail to demonstrate that the Offeror has previously performed all aspects of the work detailed in the PWS. The Offeror’s prior experience information should document Governmental and corporate experience in providing supplies and services of a similar nature to those stated in the Government’s PWS. Offerors are advised that prior experience information may be obtained from sources that the Offeror does not include in its proposal. The Offeror is responsible for verifying and ensuring that the information provided in support of its cited/referenced prior experience is complete, comprehensive, accurate, and current at the time this solicitation was issued. Please include company name and contract in the below chart.
Offerors can provide individual examples that encompass only one or two of the types of experiences listed below. Offerors whose examples encompass all of the types of experience below, of the same scope and size of the PWS, will be more highly rated than offerors whose examples does not encompass all three types of experience below, or whose examples are not of the same scope and size of the PWS.

1. Experience working single or multi-family housing projects to include obtaining building permits, licenses and complying with code regulations.
2. Experience managing maintenance and inspection projects including scheduling and budget with deliverable milestones for single or multi-family housing projects.
3. Experience procuring supplies and equipment needed for services of similar scope and requirements to the PWS. Please indicate whether you will need to procure supplies and equipment from outside of Hawaii.
If so, within your three examples please provide indications of experience procuring and delivering materials and supplies from outside the continental United States (OCONUS).

Advisory Notification
After the Government completes evaluation of Factor 4, Offerors will receive an advisory notification via e-mail from the Contracting Officer. This notification will advise the Offerors of the Government’s advisory recommendation of whether the offeror is likely to be viable competitors for the procurement or not. Offerors who are rated most highly for Factor 4 will be advised that they are viable competitors for Phase II of the proposal submission process. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government’s advisory recommendation. The intent of this advice is to minimize quote development costs for those Offerors with little to no chance of receiving an award. Offerors should note that Phase II evaluation factors are more important than Phase I evaluation factor.
The Government’s advice will be a recommendation only, and those Offerors who are advised that they are not viable competitors may elect to continue their participation in the procurement.
Failure to participate in Phase I of the procurement precludes further consideration of an Offeror. Phase II submissions will not be accepted from Offerors who have not submitted Phase I information by the due date and time stated in the solicitation. For those Offerors that are rated most highly and advised to proceed to Phase II of the quote submission process, the Contracting Officer will include the Phase II submission instructions on the advisory notification, including the date, time, and exact location of the scheduled oral presentation, as well as the due date for the written portion (PWS and Price) of the Phase II submission.
The Government recommends Offerors to begin preparation of Phase II quotes only after receipt of the Phase I advisory down-select notice.
The advisory down-select notifications will include further information, but the Government intends to allow Offerors 24-48 hours to decide whether it wishes to proceed with a Phase II submission.
During the Oral Presentation the offeror must submit a comprehensive technical approach reflecting the Offeror’s overall vision and strategy for meeting all the requirements specified in the PWS. The Technical Proposal shall also succinctly reflect how the offeror will perform all aspects of the PWS.
Offeror must submit an electronic proposal clearly identifying their capability to meet Factors (1) Management Approach and Factor (2) Technical Approach.
Phase II - (Factor 1) - Project Management Approach – Oral Presentation
The Government will assess its confidence that the Offeror can successfully perform the Outreach Technical Capability and Project Management Approach requirements of the PWS and associated benefits and performance risks identified based on its presentation of the Scenario Based Questions.

1. Provide a projected staffing plan/organizational chart that identifies the key personnel identified in the PWS and other key management company personnel. Additionally provide resumes for the key personnel.
2. Provide the names of the licensed trade companies and/or personnel you plan to have on staff or contracted to support this contract. Additionally provide relevant work experience of these companies/individuals no longer than one page for each company.
Phase II - (Factor 2) – Technical Approach – Oral Presentation
The Offeror must describe the specific, relevant experience and availability of key personnel in providing services described in the PWS and those key personnel that would be utilized in responding to the Scenario. The Offeror will be evaluated on the strength of the key personnel proposed both individually and collectively. Critical evaluation elements shall be assessed as follows:
• Provide an approach for staffing and operating a 24-hour maintenance call center for the following:
languages English, Chuukese, Spanish, Hawaiian, Ilocano, Marshallese, Pohnpei an, Tagalog, Tongan, and Vietnamese.
• Provide a detailed work plan that addresses unit maintenance, repairs, and resources necessary to satisfy all PWS tasks, and how the Offeror will meet or exceed those objectives.
• Provide a detailed work plan that addresses the group site grounds/infrastructure maintenance, repairs, and resources necessary to satisfy all PWS tasks, and how the Offeror will meet or exceed those objectives.
• Provide your strategy to address transportation, installation, disposal, and removal of transportable housing units as referenced in PWS.
• Provide your strategy to address operating a Lay Down Yard.
Additionally, the Government will evaluate the interaction between Offeror participants to assess communication and team cohesion.
Scenario Based Questions: The Government will provide the offeror with a set of scenario-based questions after the offeror has made their oral presentation and allow the Offeror to caucus for twenty (20) minutes prior to reconvening and delivering the response. Consideration will be given to the Offeror’s demonstrated technical subject matter expertise and understanding of the work associated with the questions based on identified benefits and risks.
The presentation shall demonstrate the ability to communicate in a clear, concise, and effective manner as well as team cohesion.
Exchanges during Oral Presentation: The Government intends for the oral presentation to be an interactive dialogue between the Offeror and the Government. These exchanges are viewed as a component of the oral presentation itself and do not constitute discussions.
Oral Presentation Medium: The Government intends to hold Oral Presentations remotely/virtually via a Zoom meeting. However, at the discretion of the Government, Oral Presentations may take place via another video teleconferencing (VTC) medium or by voice-only telephone. Offerors are not required to purchase Zoom or any other VTC software in response to this RFP and will not be reimbursed for any associated costs. The Government and offeror may agree to test the connection at a convenient time prior to the oral presentation. In the event the selected technology platform or tool cannot be made functional at the time of the scheduled oral presentation, the oral presentation may proceed as a voice-only telephone call, at the Government’s sole discretion. By participating in the Oral Presentations, the vendor acknowledges that it is in compliance with all RFP rules and parameters, in accordance with applicable laws and statutes.
The Government encourages Offerors to abide by applicable social distancing guidelines and rules established by the Centers for Disease Control and Prevention (CDC) and state and local Governments, including applicable active stay-at-home orders, to reduce the spread of the novel coronavirus disease 2019 (COVID-19). Recording of oral presentations by Offerors is strictly prohibited (whether audio or video recording), notwithstanding local laws and regulations. The Government will notify Offerors of the medium of the oral presentations at least three (3) business days prior to the scheduled oral presentation.
The order in which Offerors are scheduled will be selected by the Contracting Officer. The Government reserves the right to reschedule any Offeror’s Oral Presentation at its sole discretion.
Offeror Participants: The Oral Presentation may include up to four (4) total Offeror Participants. Offerors shall provide the CO with the name, present employer/company, proposed role under the contract, and e-mail of the Offeror Participants for the oral presentation as a part of its Phase II submission.
Format for Oral Presentation: The Government intends for the oral presentation to proceed as follows:

Rules of Engagement for Oral Presentations:
1. Offerors presentations should not duplicate information presented in Phase I. The Government does not intend to ask questions about information contained in Offerors’ Phase I submission during the Phase II oral presentations. The Government intends to only ask questions about information contained in the Audio Visual for the Virtual Oral Presentation and information presented during the virtual oral presentation and written submissions for Phase II. For the oral presentation, the offeror may have up to four (4) representatives allowed to attend the oral presentation.
2. The Government intends for the oral presentation to be an interactive exchange between the Offeror and the Government. These exchanges are viewed as a component of the oral presentation itself and do not constitute discussions. The Government will not ask questions that will invite or allow the Offeror to change its offer. The Offeror shall not volunteer any information that might be construed as changing its offer. Oral presentations are distinct from the Government’s reserved right to conduct discussions.
3. The Offeror is in control of its presentation and may choose not to present or respond to any question provided by the Government. It is the Offeror’s responsibility to present all material within the allotted time and only those materials presented during the allotted time for the oral presentation will be considered in the evaluation. Offerors should discuss each slide in its presentation in sufficient detail and allow sufficient time for the Government to fully comprehend the slide’s relationship and relevance to the Offeror’s proposal.
4. The offeror shall not utilize any computers (other than the ones required to host the web-based conference platform being utilized for the oral presentation), tablets, smart phones, or separate conference lines/phones, while conducting the oral presentation and shall not bring or distribute any written or electronic materials during the oral presentation. The offeror participant may need a separate phone/conference bridge to connect to the oral presentation, however, that phone shall only be used for that purpose and no other. It is the responsibility of the offeror to ensure that it has all required information technology (IT) infrastructure in place necessary to complete the virtual oral presentation. Offerors are encouraged to test connections and presentation capabilities prior to the oral presentation. Virtual oral presentations may not be extended or rescheduled due to connectivity or IT issues determined to be within the Offeror’s control.
5. The offeror participants shall not reach back, by phone/conference bridge, email or any other means, to any other personnel or persons for assistance during the oral presentation.
6. Offerors may utilize any virtual drawing features or functions during the oral presentation provided in the web-based conference platform, as applicable. Offerors may elect to utilize white boards or flip charts during the oral presentation as well and can upload such items to the web-based conference platform, as appropriate.
RECORDING: The Government does intend to record portions of the virtual presentation.
Phase II - (Factor 3) – Past Performance
The Offeror’s past performance information received from the questionnaire must include sufficient detail to demonstrate that the Offeror has previously successfully performed all aspects of the work detailed in this request for proposal’s PWS.
Each offeror must provide specific past performance reference information for no more than three prior and/or existing contracts that are similar in scope and complexity to the role they are proposed to fulfill under the proposal. The Offeror is responsible for verifying and ensuring that the information provided in support of its cited/referenced past performance and prior experience is complete, comprehensive, accurate, and current at the time this solicitation was issued. Once the references are received, Past Performance Questionnaires will be delivered directly to FEMA for evaluation without any interference from the offeror.
The Offeror must describe the specific, relevant experience in providing services described in the PWS. The Offeror will be evaluated on the strength of the submitted projects based on the elements of recency, relevancy, and scope when compared to this requirement. Critical evaluation elements shall be assessed as follows:
1. Provide no more than 3 similar projects within the last 7 years working federal, commercial, state/local/tribal, and territorial contracts.
2. Provide relevant experience maintaining and repairing facilities and grounds of housing communities of 50 or more units.
Phase II - (Factor 5) – Price
For evaluation purposes only, Offerors shall use Government-provided hours estimates and labor categories to propose a cost for delivering the tasks listed in the PWS. Price, while being an important factor, is not in and of itself the determining factor in the selection of the successful offeror for award of the contract contemplated by this solicitation. The Government reserves the right to make an award to the Offeror whose proposal provides the best overall value to the Government.
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price.
The price proposal will be evaluated for both reasonableness and realism in accordance with FAR 15.305(a)(1).” This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s).
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option periods possible under FAR 52.217-8 (maximum of six months), the Government will evaluate the option to extend services by adding six months of the offeror’s final option period price to the offeror’s total price. This amount will be the total evaluated price.
The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217- 8 will not be included in the total awarded value at contract award.
If, at the end of the contract’s/order’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period.
The following rating scales and definition will be used to for Factors: 1,2, & 4:

Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract even with Governmentintervention.

Unacceptable Based on the Offeror’s past performance record, the Government has substantial concern that the Offeror will not successfully perform the required effort. Overall past performance rating of marginal or unsatisfactory shall be considered Unacceptable.
