Update #1 ·

The United States Agency for International Development (USAID) Southern Africa intends to issue a Request for Proposal (RFP) entitled "Attain & Sustain 95-95-95, Prevent New Infections and Reach All Populations for Epidemic Control (ASPIRE)". The overall goal of this activity is to reduce HIV incidence and AIDS-related mortality in pursuit of epidemic control in Eswatini. This will be done by achieving and sustaining 95-95-95 and preventing new infections in Hhohho and Shiselweni regions across all age and sex segments of the population. ASPIRE will support the UNAIDS 95-95-95 fast-track target:

95% of people living with HIV (PLHIV) know their status,
95% of PLHIV with known status are on antiretroviral therapy (ART), and
95% of PLHIV on ART have achieved viral suppression (VS).

ASPIRE will provide technical assistance and support at the national level, and comprehensive HIV support and technical assistance at regional and facility levels in Hhohho and Shiselweni regions, where USAID is the primary PEPFAR clinical support partner.

In close collaboration with the GKoE and other key stakeholders (civil society, private sector, faith-based and traditional networks and leaders and other local entities), ASPIRE will focus on the achievement of three specific objectives:

Objective 1: Increase access to and utilization of quality comprehensive HIV services to achieve 95-95-95 across all population groups (by age, sex, and risk profile) in Hhohho and Shiselweni regions;

Objective 2: Increase the uptake of biomedical HIV prevention services and integrated SRH services in Hhohho and Shiselweni regions; and

Objective 3: Improve the Ministry of Health's capacity to provide strategic oversight and stewardship of comprehensive HIV clinical services in the two regions; and of pediatric HIV services, PrEP, and select maternal, neonatal and child health (MNCH) programs at the national level.

USAID intends to award a Performance-Based Cost-Plus-Fixed Fee (CPFF) Completion type contract for an anticipated five-year period. The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply. The overall estimated cost of this procurement is $58-$60 million.

The purpose of this Notice is to comply with the requirements of FAR 5.2 - Synopsis of Proposed Contract Actions. This is NOT a Request for Proposals (RFP) and in no way obligates the United States Government to issue an RFP and/or award a contract. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
