This is a 100% small business set-aside with a small business size standard of $19.5 million.
Place of performance is Newport, Rhode Island. The contractor must conduct a pay and benefits study covering approximately 228 unique occupations across 16 primary labor categories for both American and Bahamian contract personnel employed at AUTEC on Andros Island, Commonwealth of the Bahamas. The study baseline shall utilize Department of Labor wage determinations for Palm Beach County, Florida, with adjustment factors derived and substantiated for all applicable labor categories. The contractor must consider American citizen personnel receive no-cost housing and utilities on the Government site, applicability of 26 USC 911 for U.S. citizens living abroad, lower quality of life compared to CONUS locations, and average attrition rates for non-Bahamian employees (34.6% if a nondisclosure agreement cannot be executed with incumbent Amentum Services Inc. within the period of performance). The period of performance is 30 days following award. The deliverable is a technical report (CDRL A001) in editable electronic format. Award is made to the lowest price technically acceptable offeror. Offerors must submit a two-page approach describing methodology, source data, data acquisition means, and study conclusion development; provide CMMC Level 1 (Self) certification UIDs and maintain active SAM registration; and submit FAR 52.204-24 representation. Performance of this requirement constitutes a conflict of interest regarding the subsequent AUTEC follow-on contract solicitation and award.
