About this file

This is a Statement of Work for a pay and benefits study required to support the U.S. Navy's preparation for a follow-on contract to operate and maintain the Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, Commonwealth of the Bahamas. The current contract with Amentum Services Inc. ends December 6, 2031, and the Government plans to issue a new solicitation by mid-FY28, with a draft solicitation planned for Winter 2027.

The contractor must perform a comprehensive pay and benefits study determining fair and reasonable compensation for both American and Bahamian contract personnel currently employed at AUTEC. The study shall utilize Department of Labor wage determinations for Palm Beach County, Florida, as the baseline, with the contractor deriving and substantiating adjustment factors for all applicable labor categories listed in Attachment #1. Key factors to consider include: American personnel receive no-cost housing and utilities (electrical, water, telephone, cable television) on the Government site; applicability of 26 USC 911 regarding U.S. citizens living abroad; lower quality of life on the island compared to CONUS locations like West Palm Beach; and attrition rates for non-Bahamian employees available through a nondisclosure agreement with the incumbent contractor. The deliverable is a Technical Report conforming to CDRL A001, intended for use as market research to inform the Government's solicitation formulation for follow-on AUTEC operations and maintenance services.

STATEMENT OF WORK

1.0 Background:

The U.S. Navy's Atlantic Undersea Test and Evaluation Center (AUTEC) is located on Andros Island, Commonwealth of the Bahamas. AUTEC is operated and maintained for the U.S. Navy by a private company (Amentum Services Inc.) under contract to the U.S. Navy. The current period of performance ends 6 December 2031 (if all options are exercised). The Government does not anticipate exercising all options and plans to issue a new contract by mid FY28. Work is already underway in the preparation for the award of a follow-on contract. Part of the process is the publication of a draft solicitation in the Winter of 2027. It is planned that the draft solicitation will contain a provision stipulating what the Government considers to be a fair and reasonable pay and benefits (P&B) package, for American and Bahamian personnel employed under the contract on Andros Island, to receive. The U.S.

Department of Labor publishes wage determinations for work performed within the United States, which can be found at https://sam.gov/content/home. These determinations do not support analysis of costs for U.S. Government work performed outside of the United States. A study is required to correlate work positions performed under contract to the U.S. Government at AUTEC/Andros Island to the expected wages for these positions.

2.0 Scope:

The contractor shall perform a pay and benefits study to determine a fair and reasonable compensation package for the services currently being performed by contract (both American and Bahamian) personnel at the U.S. Navy's AUTEC facility on Andros Island, Commonwealth of the Bahamas. The basis of the study is U.S. wages presented by the Department of Labor adjusted by unique factors provided to the study author in this SOW for U.S.

AUTEC/Andros Island positions. The study shall be provided to the Government for use as part of market research to inform the government’s formulation of its solicitation, for follow-on contract services to operate and maintain

AUTEC.

4.0 Requirements:

4.1 The Contractor shall perform a pay and benefits study to determine a fair and reasonable compensation package for the occupations currently being performed by contract personnel (both American and Bahamian) at the U.S.

Navy's AUTEC facility on Andros Island, Commonwealth of the Bahamas. The Contractor shall utilize SAM.gov Department of Labor (DoL) wage determinations for Palm Beach County, Florida, to prepare the study, including derivation and substantiation of any adjustment factors, for all labor categories listed in Attachment #1 where appropriate with the Contractor’s analysis determining where the application is or is not appropriate. The contractor shall deliver the study as a Technical Report in accordance with CDRL A001.

4.2 In performing the study, at a minimum, the Contractor shall consider the following:

The American citizen contract personnel and their families are provided basic housing on a no-cost basis within the Government site on Andros Island.

The American citizen contract personnel are provided electrical, water, telephone (not long distance), and cable television services, on a no-cost basis within the Government site on Andros Island providing minimum length of stay provisions are met.

The regulations set forth in 26 USC 911: “Citizens or residents of the United States living abroad” are applicable to this contract

Quality of life on the island is generally lower than that of CONUS locations like West Palm Beach Florida.

The average attrition rates for non-Bahamian employees on Andros Island will be made available to the successful contractor upon its entering into a nondisclosure agreement with the incumbent AUTEC M&O contractor.
