About this file
This is a Questions and Answers document for a pay and benefits study Request for Quote (RFQ) number N6660427Q0003 issued by the Government for work related to the Atlantic Undersea Test and Evaluation Center (AUTEC).
The solicitation requires a comprehensive study to determine a fair and reasonable pay and benefits package covering all occupations listed in Attachment 1 for both American and Bahamian contract personnel. The study will encompass approximately 228 unique occupations across various labor categories, with Bahamian-staffed labor categories to be treated separately from American personnel. The contractor will have a 30-day period of performance following award to complete and deliver the technical report. The revised quote deadline is Friday, September 18, 2026, at 1400 EST. Offerors must cite solicitation number N6660427Q0003 on their quotations. Section 4.2 of the Statement of Work references average attrition rates available through a nondisclosure agreement with the incumbent AUTEC maintenance and operations contractor; the Government will facilitate the introduction at award and provide the incumbent's contact information. An alternate attrition percentage will be used if the awardee cannot execute the NDA within the period of performance. The RFQ, attachments, and CDRL have been revised to remove conflicting language regarding personnel scope, correct duplicate labor category codes, and align all solicitation numbers and dates.

Question # Question Answer 1 Study population: The SAM notice and the RFQ both state the Government needs a fair and reasonable pay and benefits package for non-Bahamian personnel. SOW paragraphs 1.0, 2.0, and 4.1 each state the study covers both American and Bahamian contract personnel. Please confirm whether the study is to cover all occupations in Attachment 1 for both populations, or only the non- Bahamian population. This materially affects the level of effort and therefore pricing.
This study is to cover all occupations in Attachment 1 for both populations.
The Description in the SAM posting and the attached RFQ (see Attachment “Pay and Benefits Study RFQ – Revision 1”) have both been updated to remove “non-Bahamian personnel” and update it to say “American and Bahamian personnel”.
2 Solicitation number: The SAM notice ID and the RFQ header read N6660427Q0003. The RFQ body states the number is N66604-26-Q-0003. CDRL Block E reads N6660427P0003. Please confirm which number offerors should cite on the quotation.
Offerors should site N6660427Q0003 in their quotation. The RFQ has been updated to reflect N6660427Q0003.
3 Quote due date: The RFQ states quotes are due at 1400 EST on XX August 2026. The SAM notice states September 15, 2026 at 2:00 PM EDT. Please confirm the September 15 date and time govern.
The Government is extending the quote deadline to Friday, September 18, 2026, at 1400 EST as a result of this revision. The RFQ has been updated (See Attachment “Pay and Benefits Study RFQ – Revision 1”)
4 Delivery date: The RFQ and SOW state a period of performance of 30 days after award. CDRL A001 specifies first submission at 21 days after contract. Please confirm the Technical Report is due at 21 days after award.
The CDRL attachment is updated to reflect 30 days after contract award for the submission due date (See Attachment 2 – CDRLs Redacted – Revision 1)
5 Attrition data: SOW paragraph 4.2 makes non-Bahamian attrition rates available following a nondisclosure agreement with the incumbent maintenance and operations contractor. Will the Government facilitate that introduction at award, and is the study acceptable with that factor disclosed and held at zero if the agreement cannot be executed within the period of performance?
The SOW is revised to provide an alternate percentage for use in the event the awardee cannot execute the NDA and receive the information in sufficient time to deliver to the required schedule. The Government will provide incumbent contact information.
6 Response time: The RFQ states the combined synopsis/solicitation will be posted for ten days, and the stated due date in the RFQ text is inconsistent with the date posted to SAM. If the Government issues an amendment to correct these items, we respectfully request that it provide adequate response time for offerors from the date of the amendment.
The proposal deadline has been extended to Friday September 18 2026, at 1400 EST as a result of this revision. The RFQ solicitation has been updated to remove mention of the RFQ being posted for 10 days (see Attachment “Pay and Benefits Study RFQ – Revision 1”).
7 One minor note: in Attachment 1, codes 23181, 23182, 23183, 23931, and 23932 each appear twice. We are reading the list as 228 unique occupations plus the uncoded Other AUTEC entries.
The duplicate codes have been removed. See Attachment 1 – Labor Categories – Revision 1.
8 The RFQ says the Government needs a fair and reasonable package "for non-Bahamian personnel." The statement of work says the study covers the occupations performed by contract personnel "(both American and Bahamian)," in Section 2.0 and again in Section 4.1.
Attachment 1 lists 45 occupations in the families noted as Bahamian and 56 more noted as either. Should the study cover all of those, or only the non-Bahamian occupations?
This study is to cover all occupations in Attachment 1 for both populations.
The Description in the SAM posting and the attached RFQ (see Attachment “Pay and Benefits Study RFQ – Revision 1”) have both been updated to remove “non-Bahamian personnel” and update it to say, “American and Bahamian personnel”.
9 Section 4.2 says the average attrition rates come to the successful contractor after a nondisclosure agreement with the incumbent AUTEC M&O contractor. With a thirty-day period of performance, would the Government make the introduction at award, and is there a turnaround the Government has in mind?
See response to question 5.
10 The RFQ text gives the number as N66604-26-Q-0003, the attachments give N6660427Q0003, and the CDRL addendum gives N6660427P0003. The due date reads "1400 EST on XX August 2026," and SAM shows 15 September. Which number and which date should the quote carry?
See response to questions 2 and 3.
11 The RFQ states quotes are due "no later than 1400 EST on XX August 2026," while the SAM.gov notice shows a response deadline of September 15, 2026, 2:00 PM ET.
Please confirm the quote due date and time.
See response to question 3.
12 The RFQ describes the study as determining a fair and reasonable pay and benefits package for non-Bahamian personnel, while the Statement of Work references the contract workforce including both American and Bahamian personnel, and Attachment 1 includes categories staffed by Bahamian citizens. Should the study address Bahamian-staffed labor categories, and if so, does the Government expect them adjusted from the Palm Beach County wage determination baseline or treated separately?
See response to question 1. The Bahamian-staffed labor categories shall be treated separately.
13 The documents carry three variants of the identifying number. The RFQ body expressly states "The Request for Quote (RFQ) number is N66604-26-Q-0003," while the SAM.gov notice and the RFQ header show N6660427Q0003, and the CDRL (DD Form 1423 Block E and the Block 16 addendum) shows N6660427P0003.
We recognize the FY27-series numbers may reflect an award and obligation anticipated after October 1, 2026, with N6660427P0003 as the purchase order to be assigned at award, but since the stated RFQ number and the posted notice number differ, please confirm which number quotes should reference in the subject line and quote documents.
