Evaluation criteria in descending order are Technical Merit, Schedule, and Viability. Award-eligible contractors must hold a Unique Entity ID and maintain active SAM.gov registration; SAM registration is not required for Phase 1 submission but must be completed before award, potentially taking up to six weeks. The Government reserves the right to make multiple awards, a single award, or no award, and has not predetermined a contract instrument.
