About this opportunity

The Department of Agriculture Forest Service seeks quotations for an Astro Max Drone-based Photogrammetric Survey Platform, a 100% small business set-aside, with proposals due September 21. This is a combined synopsis and RFQ for commercial items under FAR Part 12; no separate written solicitation will be issued.

Place of performance is Stillwater, Oklahoma (USDA ARS AHERU facility at 9501 W. Lakeview Rd., Stillwater, OK 74075). The Oklahoma and Central Plains Agricultural Research Center requires three complete fully automated lake volume survey drone systems to generate early warning flood alerts using artificial intelligence algorithms for flood risk management and agricultural protection.

All equipment must be NDAA-compliant and compatible with ESRI Site Scan post-processing software. Each system comprises a drone with minimum 39-minute flight time, 8.7 kg maximum takeoff weight, and 2 km range; an NDAA-compliant 915MHz/2.4 GHz controller; a full-frame digital camera with 61+ megapixels and E-mount capability; protective travel cases; and spare batteries and chargers. Across all three systems, only two thermal sensors and two 50mm f1.8 lenses are required. Contractor must provide seven days advance notice prior to delivery with a 24-hour ETA, and all delivery personnel must sign in and remain under government escort while on-site.

The NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing); PSC is 1550 (Unmanned Aircraft). Evaluation uses lowest-technically-acceptable criteria per FAR 12.203. Compliance requirements include USDA Cyber Supply Chain Risk Management (C-SCRM) language covering CMMC, NIST standards, Section 889 telecommunications equipment prohibitions, Section 508 ICT accessibility (WCAG 2.0 Level A and AA), and standard FAR/AGAR commercial clauses. All responsible small business sources may submit a quotation.
