About this opportunity
NASA's Ames Research Center issued a Limited/Sole Source Justification Notice on February 24, 2026, for a modification to contract 80ARC024DA001 to support the Aviation Safety Reporting System (ASRS) and Related Reporting Systems, which analyzes safety reports and disseminates de-identified safety information regarding deficiencies in the National Airspace System. The modification was necessary due to a 32 percent increase in safety report intake, rising from an average of 99,432 annual reports in April 2023 to 131,138 reports by April 2024, driven by expanded participation from railroad carriers in the Confidential Close Call Reporting System (C3RS) component and increased system awareness. The incumbent contractor, Booz Allen Hamilton, was determined to be the sole responsible source due to its exclusive knowledge of ASRS/C3RS report processing procedures, specialized expertise required for analyst training (approximately six months), and possession of critical IT system configurations necessary for cybersecurity modernization. The contract period extends from February 9, 2024, through April 8, 2029, with the current base period concluding on August 8, 2026, and the modification seeks to increase the maximum contract value from the existing $39,712,572.00 ceiling to cover additional labor requirements, IT cybersecurity enhancements, travel, and system augmentations to meet Federal Railroad Administration and FAA requirements. Market research conducted in September 2025, including a sources sought notice posted September 8, 2025, yielded no competing offerors, and the contracting officer determined that a competitive procurement would require approximately 120 days and create unacceptable delays in processing the increased report intake before the base period concludes.
Notice text
NASA ARC has a requirement for analyzing safety reports and broadly disseminate the de-identify safety information concerning current and potential deficiencies in the operational performance of the National Airspace System under the Aviation Safety Reporting System (ASRS) and related reporting systems. This is a sole source modification to increase the contract ceiling awarded on February 16, 2026.
A Justification for Other and Full and Open Competition (JOFOC) for this action was prepared, approved, and attached to this notice.
Awarded contract 80ARC024DA001 to unknown vendor for unknown amount on 2026-02-16.
