About this opportunity

The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center is procuring slip rings for the sustainment of rotary joints in Airport Surveillance Radar Model 9 (ASR-9) field radar sites through an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The specific item required is NSN 5999-01-442-3976, Moog Inc. part number D1619-100P1, which is the only FAA-approved slip ring for use in ASR-9 radar systems and comprises six RF paths and 20 slip ring connections that electrically interface the rotating antenna with the stationary pedestal. The procurement will utilize full-and-open competition despite the single approved part number, with evaluation criteria focused on selecting the lowest-priced, responsible offeror. Proposals must be submitted via email only to connie.m.houpt@faa.gov and include the solicitation number 6973GH-25-R-00162 in the subject line. The original proposal deadline of June 26, 2025 at 2:00 PM Central Time has been extended to July 17, 2025 through Amendment A0001.

This procurement does not utilize any set-aside designations and will be open to all qualified contractors under NAICS code 335312 (Motor and Generator Manufacturing) with a size standard of 1,250 employees. While Moog Inc. manufactures the required slip ring, Panduit Corp. currently owns the proprietary rights to all specifications, drawings, and technical data necessary for manufacture, repair, and testing of these components. The contract structure includes a one-year base period requiring 30 units and three optional years with 50 units each, totaling a potential maximum of 180 slip ring units over the four-year period. All offerors must maintain registration in the System for Award Management (SAM) throughout the contract performance period. The slip rings will be used at ASR-9 field radar sites nationwide, as these components are crucial to the operation of the airport surveillance radar systems.
