About this opportunity

(ASHRAE) for eLearning training services. The contract will be for commercial purchase of ASHRAE online courses with a one-year duration, falling under NAICS code 611430 for Professional and Management Development Training with a small business size standard of $16.5 million. NAVFAC justifies the sole source approach under FAR 13.106-1(b)(1), stating that only one responsible source can provide the required type of service. ASHRAE, formed in 1959 through the merger of two engineering societies dating back to 1894 and 1904, is classified as a large business under the applicable NAICS code.
The primary purpose of this notice is to inform the marketplace of the government's intent to proceed with a non-competitive award while providing an opportunity for other parties to demonstrate their capabilities. Interested contractors have until 12:00 PM ET on August 6, 2025, to submit written statements of capabilities containing clear and convincing evidence that competition would be advantageous to the government. The notice explicitly states it is not a solicitation and does not request expressions of interest, proposals, or quotations, with no contract awards to be made based on such submissions. Any party choosing to respond must do so at their own expense, as the government will not reimburse costs associated with preparing responses, and all submissions must be directed to the specified government point of contact via email.
