About this opportunity

The Department of Energy's Princeton Plasma Physics Laboratory (PPPL) is seeking qualified contractors to provide asbestos and environmental air monitoring services on an as-needed, on-call basis. The primary services include asbestos air sampling, bulk asbestos analysis, mold inspection and testing, organic and inorganic compound sampling, and asbestos location surveys to support ACM (asbestos-containing material) abatement projects. Key contract requirements include providing a New Jersey licensed Asbestos Safety Technician (AST) to oversee all ACM abatement activities, obtaining all necessary air and bulk samples in accordance with NIOSH standards, maintaining calibrated monitoring equipment, and adhering to all applicable federal and state regulations. The contractor must submit documentation demonstrating asbestos abatement monitoring experience, valid AST licenses, laboratory certifications, safety records, a Health and Safety Manual, Quality Assurance Program, and capability statements for dedicated on-call personnel. The pre-solicitation notice was posted on March 2, 2026, with a question deadline of March 17, 2026, allowing potential bidders two weeks to submit inquiries before the formal solicitation is expected to follow.

This opportunity uses no set-aside designations and no incumbent contractor is identified in the pre-solicitation notice. The Statement of Work specifies pricing shall be provided with separate rates for normal conditions (Monday-Friday, 7:00-16:00) and emergency services (less than 24-hour notice, weekends, holidays, off-hours), including hourly rates for AST labor and per-sample analysis fees for various testing methods such as PCM, TEM, PLM, mold, organic, and inorganic analyses. No specific award value or budget range is disclosed in this pre-solicitation notice, as the contract structure is designed as an on-call, as-needed vehicle where the number and size of ACM abatement projects will vary depending upon PPPL's operational requirements. The contractor will coordinate directly with the Princeton Technical Representative (PTR) to determine sampling and analytical needs, with all deliverables including daily logs, monitoring data sheets, chain of custody documents, and analytical results to be provided throughout the contract performance period.
