About this opportunity
The Department of Agriculture Forest Service seeks quotations for concrete slab and carport assembly at the USDA-ARS facility in Hilo, Hawaii, with proposals due September 22, 2026, by 5:00 PM HAST. The procurement is a 100% small business set-aside, limiting competition to firms meeting the $19.0 million size standard under NAICS 238990.
Place of performance is 64 Nowelo Street, Hilo, Hawaii 96720. The project requires construction of a reinforced concrete foundation 40 feet long by 8 feet wide (minimum 6 inches thick, 2,500 PSI strength) to support a containerized laboratory, installation of a government-furnished 18-foot by 60-foot by 12.5-foot Mohave Carport manufactured by Absolute Steel & Storage, and assembly of a connecting water moat with controlled drainage. The contractor must perform all structural engineering, design verification, and site-specific calculations for the concrete slab, footings, reinforcement, and carport anchorage. The contractor shall furnish and install all materials not included in the manufacturer's package—including wood fascia, gutters, downspouts, flashing, sealants, concrete, reinforcing steel, and supplemental fasteners—and shall provide a one-inch Schedule 40 PVC water supply line connection approximately 15–20 feet from an existing potable-water PEX line to the moat spigot, including transition fittings, shutoff valve, trenching, concrete cutting, backflow protection, and testing. Work hours are Monday through Friday, 7:00 AM to 3:30 PM, excluding federal holidays. Performance period is 90 calendar days from Notice to Proceed.
Project magnitude is estimated between $100,000 and $250,000. A bid bond of 20% is required if the quote exceeds $150,000; performance and payment bonds at 100% of contract price are required if award exceeds $150,000. Awards between $35,000 and $150,000 require only payment protections (irrevocable letter of credit or payment bond) within 10 days of award. FOB: Destination terms apply. Quoters must submit a schedule of items, a narrative (no more than 5 pages) demonstrating recent and relevant experience and past performance on projects of similar size and scope completed within the last five years, and acknowledgment of Amendment 0001 and Amendment 0002. Amendment 0001, issued September 16, added manufacturer documentation and updated RFIs as of September 16. Amendment 0002, issued September 21, extended the due date to September 22, specified a 90-day period of performance following Notice to Proceed, and added moat drainage system requirements. Site visits are strongly encouraged during the week of September 14 from 9:00 AM to 2:00 PM local time. Questions were due September 18. Evaluation applies best-value criteria considering experience, past performance, and price. Prevailing wage rates apply per Hawaii General Decision HI20260001, effective May 27, 2026. All work must comply with federal, state, and local codes, UFGS standards, ARS 242.1M requirements, and Davis-Bacon wage requirements. Contact: Paul Larsen, Contracting Officer, paul.larsen@usda.gov.
