About this file
This document is a Questions and Answers file for federal contract opportunity 1240LU26Q0129 regarding Concrete Slab and Carport Assembly. The Government-furnished carport is a Mohave Carport manufactured by Absolute Steel & Storage, measuring 18 feet wide × 60 feet long × 12.5 feet high, located at 64 Nowelo Street, Hilo, Hawaii 96720. The Government will provide structural framing, base rails, rafters, height extensions, truss braces, hat channels, 60 concrete wedge anchors (3/8 inch × 3¾ inches), 30 Z-clip concrete-to-base-rail anchors, frame fasteners, roof panels (40 Econo20-IMP panels in Rustic Red), ridge caps, gable trim, and panel screws with washers. Attached manufacturer documentation includes assembly instructions, elevation drawings, component and truss-assembly drawings, bracing details, structural material lists, and roof-panel lists.
The contractor is responsible for providing all items not included in the manufacturer's lists necessary for complete installation, including wood fascia boards, gutters, downspouts, flashing, sealants, closures, supplemental fasteners, concrete, reinforcing steel, aggregate base, forms, and waterproofing. Critically, the contractor must perform all engineering, design verification, and structural calculations for the concrete slab, footings, reinforcement, and carport anchorage, including obtaining all required permits. The contractor must verify that supplied anchors are appropriate for concrete thickness, edge distances, embedment, and spacing; verify compliance with wind, seismic, structural, and building-code requirements; and submit any proposed substitutions or modifications to the Government for approval before installation. Additionally, the contractor shall furnish and install a complete water supply connection from the existing potable water PEX line along the building's East-side wall to the moat spigot (approximately 15-20 feet), providing the PEX-to-PVC transition fitting, one-inch Schedule 40 PVC pipe, accessible shutoff valve, trenching, concrete cutting, sand bedding, backflow protection, and all testing and restoration work in compliance with applicable codes and permit requirements.

Questions/Answers
1. Please provide, if available, the manufacturer, model, erection drawings, anchorage details, and installation instructions for the Government-furnished 18' × 60' prefabricated carport.
The Government-furnished carport was manufactured by Absolute Steel & Storage. The structure is identified as a:
Mohave Carport — 18 feet wide × 60 feet long × 12.5 feet high The attached manufacturer package includes assembly instructions, elevation drawings, component and truss-assembly drawings, bracing details, a structural material list, and a roof-panel list.
The material list identifies the following anchorage components:
• 60 concrete wedge anchors, 3/8 inch × 3¾ inches, Part No. CN-ANC-38;
• 30 Z-clip concrete-to-base-rail anchors, Part No. Z-ANC; and
• 1,250 No. 12 × 1-inch frame fasteners.
The panel list identifies:
• 40 Econo20-IMP roof panels, 9 feet 6 inches long, Rustic Red;
• Six LG-101 ridge-cap sections, 10 feet 6 inches long, Rustic Red;
• Four LG-118 gable-trim sections, 10 feet 6 inches long, Rustic Red;
• 1,250 No. 12 × 1-inch panel screws with washers, Rustic Red; and
• 250 No. 14 × ⅞-inch lap Tek screws with washers.
The contractor shall follow the manufacturer’s drawings and assembly instructions, verify the inventory and condition of all Government-furnished components during the site visit, and confirm that the manufacturer-supplied anchorage is adequate for the foundation and applicable structural, wind-load, and code requirements. Any additional or revised anchorage details required for code compliance shall be submitted to the Government before installation.
2. Please confirm which carport components are Government-furnished and which items are to be provided by the contractor, including fasteners, anchors, flashing, trim, closures, fascia, gutters, downspouts, sealants, and other miscellaneous installation materials.
The Government will furnish the carport components identified in the attached Absolute Steel material and panel lists, including:
a. Structural framing, base rails, rafters, height extensions, truss braces, hat channels, and related listed components;
b. 60 concrete wedge anchors;
c. 30 Z-clip concrete-to-base-rail anchors;
d. Listed frame fasteners;
e. Roof panels, ridge caps, and gable trim; and
f. Listed panel and lap screws with washers.
The contractor shall inspect and inventory the Government-furnished materials during the site visit or before beginning work and promptly notify the Contracting Officer of any missing, damaged, incompatible, or insufficient components.
The contractor shall provide all items not included in the manufacturer’s material and panel lists that are necessary for a complete installation, including:
g. Wood fascia boards;
h. Gutters, downspouts, fittings, and supports;
i. Flashing or transition materials required to connect the new and existing carports;
j. Sealants, closures, protective coatings, and dissimilar-metal isolation materials;
k. Supplemental fasteners or anchors required by the approved installation;
l. Concrete, reinforcing steel, aggregate base, forms, and waterproofing; and
