About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston seeks comprehensive management and execution of the Army Trademark Licensing Program under a no-cost agreement, with proposals due August 10, 2026 at 12:00 PM EST and questions due July 15, 2026 at 2:00 PM EST. Amendment 0003, issued July 8, extends the performance periods: Phase-in runs November 1–30, 2026, and the base year runs December 1, 2026–May 31, 2027, followed by four optional one-year extension periods through May 31, 2031.

The procurement is a WOSB set-aside designated for Economically Disadvantaged Women-Owned Small Businesses, with a $24.5 million size standard under NAICS 541613. Place of performance is the Office of Chief Public Affairs, 1500 Army Pentagon, Washington, DC. Work encompasses licensee acquisition and account management of approximately 126 existing licenses generating approximately $700,000 in annual royalties (three-year average), brand protection and infringement monitoring using automated software platforms, financial management with quarterly royalty collection and reporting, design approval portal maintenance, and 6–8 annual licensee audits. The contractor must develop an annual strategic licensing plan, conduct bi-weekly in-progress and quarterly business reviews, and maintain at least seven hours daily operation coinciding with Army office hours (0730–1600 Eastern). The Project Manager must hold minimum five years of relevant trademark licensing experience; all contractor personnel must sign non-disclosure agreements.

Compensation is structured as a single flat commission percentage of cumulative gross royalty income applied across all performance periods and services, including compliance auditing, travel, portal maintenance, and brand protection. Post-termination, the contractor receives declining percentages: 35 percent in Year 1, 30 percent in Year 2, and 25 percent in Year 3 on licenses executed during the contract term. Pre-approved reimbursable expenses include travel, shipping, trade show costs, infringement enforcement, portal operations, and licensee audits, all requiring prior written Army approval.

Evaluation weighs Technical Capability (most important, addressing program management, licensee acquisition and management, financial management and royalty reporting, brand protection and infringement monitoring, and product approval portal management), Past Performance (second tier, drawing from the past five years), and Price (fair and reasonableness). Proposals must be submitted in two PDF files: one containing technical approach and past performance (20-page and 10-page maximums respectively), and one containing price quotation with completed SF 1449 and SAM.gov registration confirmation. FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) applies.
