Amendment 0002 to Solicitation W9124D26QA135 for Army Trademark Licensing Program
This is a Standard Form 30 amendment to solicitation W9124D26QA135 for the Army Trademark and Licensing Program (ATLP), issued on 24 April 2026 by the U.S. Army Corps of Engineers, Fort Knox, Kentucky (MICC-FT KNOX). The amendment extends the response due date from 06 May 2026 to 13 May 2026 and modifies contract line items and associated requirements. CLIN 0001, the Army Trademark and Licensing Program - Phase In, has been modified to change the unit of measure from "Job" to "Months" and is associated with NAICS code 541613 (Administrative Management and General Management Consulting Services). A new CLIN 0002, also titled Army Trademark and Licensing Program - Base Year, has been added with a Firm Fixed Price pricing arrangement, one job unit, and a performance period of 01 September 2026 to 31 May 2027, with inspection and acceptance at the Office of Chief Public Affairs, 1500 Army Pentagon, Room 1E460, Washington, DC 20310-1500. CLIN 0001's delivery period has been compressed from 01 June 2026 - 31 May 2027 to 01 August 2026 - 31 August 2026. The amendment deletes FAR 52.219-14 (Limitations on Subcontracting - Deviation) and updates contract documents including the Performance Work Statement (revised 21 April 2026), Questions and Answers document (dated 23 April 2026), and Master Product Category List (updated 15 April 2026).
Quotations must be submitted electronically in two separate PDF files: File 1 containing a technical approach (15-page maximum) and past performance (5-page maximum), and File 2 containing a price quotation stating the proposed Commission Percentage as an all-inclusive price for all performance periods, a completed SF 1449, SAM.gov registration confirmation, and signed amendment acknowledgments. All questions must be submitted by 14 April 2026 at 2:00 pm EST to the Contract Specialist (madison.d.bennett.civ@army.mil) and Contracting Officer (barbara.j.jeffries5.civ@army.mil). No further questions will be accepted after the stated deadline. The solicitation covers management and licensing of Army trademarks, including licensee acquisition and management, brand protection and infringement monitoring, financial management and royalty reporting, and maintaining a Product Approval Portal.
