This solicitation seeks proposals for an indefinite-delivery/indefinite-quantity multiple award contract to provide research, development, testing, evaluation, prototyping, experimentation, and technology integration services to support the Army's modernization priorities through rapid technology insertion and disruptive innovation for multi-domain operations capabilities. Interested offerors must request a copy of the controlled unclassified performance work statement by November 11, 2022 and submit any questions in writing by November 30, 2022. Proposals are due through the DoD SAFE system by December 23, 2022 and will be evaluated based on technical approach, management, past performance, small business participation, and cost.
The solicitation has a total potential value of $900 million to be awarded over a one-year base period and four one-year options to approximately six to nine contractors. Two to three awards will be reserved for small businesses. Work will be performed at government and contractor facilities and involve research and development in applied sciences, advanced technology development, demonstration and validation, and operational systems development across ten essential programs in support of multi-domain operations. Pricing will be determined at the task order level under either cost-plus-fixed-fee or firm-fixed price contract line items, with a minimum $2,500 guarantee and maximum $100 million task order value.

**This final update serves as the synopsis of award. All offerors were notified of their selection status on 1 June 2023, with non-select notices provided that day as well. Debrieifings of those offerors not selected are currently under way. Award information in accordance with FAR 5.207 is as follows:
Twelve (12) Multiple Award IDIQ Contracts were awarded based on responses to the Army Modernization Priorities (PSC AJ13) RFP W911NF-22-R-0001 on 1 June 2023 by the Army Contracting Command - Aberdeen Proving Ground (RTP Division) located at 800 Park Office Drive, RTP, NC 27709. The Government accepted proposals received by the closing date of 23 December 2023. All contracts were awarded by Contracting Officer Christopher Justice in the amount of $900M each, with the place of performance to be determined at each individual task order level. **UPDATE 9 DECEMBER 2022: The Government is finalizing answers to questions submitted in response to the RFP to ensure answers are complete and as beneficial as possible to industry and anticipates posting answers on 12 December 2022. Please be advised that the Government anticipates updating the proposal submission process to require proposal submissions through DOD SAFE rather than the email address listed in the RFP (detailed instructions will be provided as part of the Q&A Amendment) and extending the proposal submission deadline through 23 December 2022. Note that per the RFP the Q&A posting will be considered an Amendment to the RFP.**
