About this file
This file is a Question and Answer document issued by the U.S. Army Mission and Installation Contracting Command (MICC) in response to industry inquiries regarding the Army Enterprise HVAC Modernization and Lifecycle Sustainment Maintenance Commercial Solutions Opening (CSO), Solicitation Number W91QEY27SC001. The Q&A addresses four key areas of clarification: submission format and content requirements, cost data submission timing, team composition disclosure, and data availability. Regarding submission formats, the government confirmed that each Area of Interest (AoI) response may include multiple solution briefs or white papers, with each separate and distinct concept submitted as either a ten-page written document or a twenty-slide presentation (excluding cover/title pages containing no substantive information). The government clarified that all Technical Concepts specified in paragraph 3.2.1 must be addressed within each separate and distinct concept solution, and Amendment A002 was issued to reflect this requirement. On pricing, the government stated that cost data to support the proposed solution price and desired payment terms must be stated within the Phase 1 response with applicable economic viability evaluation, contrary to initial industry interpretation that costing information would not be requested until later phases.
The government confirmed that offerors may identify relevant team information supporting the proposed solution, including small-business subcontractor roles, without prescribing specific team disclosure requirements at Phase 1. Regarding data provision, the government declined to make additional BUILDER system scores available beyond the D30 HVAC data already provided in Attachment 1, rejecting industry requests for Superstructure (B10), Exterior Enclosure (B20), Roofing (B30), Interior Finishes (C30), and Plumbing (D20) scores that would inform broader repair dependencies and assessment priorities. Amendment A002 also requires the MICC Point of Contact to be copied on all industry questions submitted to the Area of Interest Point of Contact. The Phase 1 response deadline remains November 30, 2026, at 4:30 PM EST.

| No. | Source Document | Page / Paragraph No. | Industry Question / Comment | Government Response | Pending CSO Amendment Action (Y/N) |
| 1 | CSO | 3.2.1 | A) We understand from the excerpt below that each team may submit up to ten different concepts addressing a portion of the AOI, with each concept presented in one of two formats: either a written solution brief or white paper of no more than 10 single-sided pages using a font no smaller than 12 points, or briefing slides consisting of no more than 20 slides using a font no smaller than 12 points. |
B) Based on our reading, these formats are alternatives, meaning a concept may be submitted as either a 10-page written document or a 20-slide presentation, but not both. We also understand that the cover page or title slide is excluded from the page or slide count, provided it contains no substantive information.
The relevant requirement states: “Solution briefs and white papers shall not exceed 10 single-sided written pages using no smaller than a 12-point font or, alternatively, solution briefs and white papers may take the form of briefing slides which shall not exceed 20 slides. The cover page or title slide are not included in the page or slide count, as long as they do not contain substantive information.” A) IAW para. 3.1.1 respondents may submit multiple solution briefs (or white papers) in response to any single AoI if each submission represents a separate and distinct concept to address the AoI. No limitiation of ten (10) separate and distinct concepts is specified. However, to ensure understanding of requirements, A002 will be issued to clarify that ALL Technical Concepts specified at para. 3.2.1 #3 shall be addressed within each (separate and distinct concept) AoI solution proposed as follows:
FROM: “In addition, the proposed solution shall address:"
TO: “In addition, each separate and distinct concept solution under an AoI shall address:"
| B) Correct. A proposed solution brief/white paper in response to AoI may be submitted as a 10-page written document OR a 20-page slide deck. The formatting requirements (e.g., no smaller than 12-point font, cover page/title page exceptions) as specified at CSO para. 3.2.1 apply to either format, as appropriate. Requirement remains unchanged. | Y | |||||
| 2 | CSO | General | We understand that costing information is not requested during the first phase, although it may be used as a discriminator in later phases. Please confirm whether our interpretation of the submission options and format requirements is correct. | Unclear what "costing information" question specifically refers to, however, cost data to support the proposed solution price is not required at this time. IAW para. 3.2.1 #4 the price for the proposed solution to include desired payment terms shall be stated within the Phase 1 response with applicable economic viability evaluation as stated at para. 3.2.2. The submission options and format is addressed at the response to Q1 above. Requirement remains unchanged. | N | |
| 3 | CSO | General | Can the government clarify whether a prime may submit one solution brief that identifies a small-business subcontractor’s proposed digital project-controls or asset-workflow role, and what team information should be included at Phase 1? | An Offeror may identify relevant team information that supports the proposed solution. Requirement remains unchanged. | N | |
| 4 | CSO and Attachment 1 | General | The CSO asks respondents to address conditions beyond HVAC component replacement, including water intrusion, moisture control, and mold and mildew contributing conditions. Attachment 1 provides the D30 HVAC data. To help us address those broader conditions and develop a more informed prioritization and execution plan, would the Government consider making the following additional BUILDER system scores available to respondents? |
| • | B10 — Superstructure |
| • | B20 — Exterior Enclosure |
| • | B30 — Roofing |
| • | C30 — Interior Finishes |
| • | D20 — Plumbing |
These scores would help identify potential repair dependencies and where further assessment may be needed alongside the proposed HVAC and indoor air quality improvements. The government does not anticipate providing additional BUILDER SMS datasets at Phase 1. Requirement remains unchanged. N
