About this opportunity
The Army Contracting Command - Rock Island seeks modernization and sustainment of the Army Contract Writing System (ACWS) through a Final Call for Solutions addressing contract writing automation, legacy system integration, and AI modernization, with Phase 1 solution briefs due August 11, 2026 at 1200 CST. This is an open competitive solicitation under Army Open Solicitation W9128Z-25-S-A002 with no set-aside restrictions; the Government will award a single comprehensive contract and will not accept point solutions for individual requirements.
Place of performance is United States. The Government seeks innovative Low-Code, No-Code (LCNC) approaches to implement Impact Level 6 (IL-6) secure environments, merge Virtual Contracting Enterprise (VCE) capabilities including Paperless Contract Files and related functions, provide Tier 3 operations support (8 business hours daily, 0800–1700 ET), and integrate Agentic AI and machine learning across the product backlog. The platform must serve over 9,000 Army Contracting Enterprise users globally. All solutions must maintain Authority to Operate (ATO) status in both IL-5 and IL-6 environments, comply with DoD/Army cybersecurity requirements, Risk Management Framework (RMF), and NIST SP 800-53. The Government maintains a platform-agnostic approach and will evaluate alternatives to the existing Appian platform, including SaaS offerings.
The contract vehicle is a hybrid Firm-Fixed-Price Incentive Firm and Firm-Fixed-Price structure with a potential five-year ordering period (one Base Year and four Option Years). Submissions must include administrative file, a 5-page solution brief, and ROM pricing with CLIN-level breakouts and fully burdened labor rates across nine predefined categories. Phase 1 evaluation criteria are Technical Merit, Schedule, Cost/Price (ROM compliance only), and IP/Data Rights. The Government anticipates award on November 4, 2026. For IL-6 work, offerors should expect SECRET/NOFORN minimum clearances and must propose defined approaches with schedules; the Government will not sponsor new facility buildouts or provide off-site SIPR devices. A 30-day transition period with the incumbent is planned. NAICS is 541511; PSC is DA01.
