About this opportunity

The U.S. Department of State, Bureau of Consular Affairs, Passport Offices (CA/PPT) is seeking contractor support for Armored Guard Services across four regions of the United States. The primary objective is to secure transportation and delivery services for bank deposits and controlled items from 25 Passport Agencies, 4 Passport Centers, and 2 offices. Contractors must provide at least two armed, uniformed guards who are licensed, bonded, and trained in firearms for all pickups and deliveries. Evaluation criteria will likely focus on operational capacity, geographic coverage, compliance with federal security protocols, and ability to meet specific requirements such as maintaining a minimum $300,000 Fidelity Bond. The key submission deadline is December 20, 2024, with interested parties required to submit a four-page response addressing six specific questions about their capabilities and qualifications.

The procurement is not designated for any specific set-aside category, meaning it is open to all qualified vendors. While no incumbent contractors are mentioned, the contract appears to have potential for significant expansion, with plans to potentially add six new service sites in the next 3-5 years. The service regions will cover major cities from Chicago to San Juan, with potential future locations in cities like Salt Lake City and Orlando. Contractors must provide their Unique Entity Identifier (UEI), NAICS code, and socioeconomic status as part of their submission. The solicitation is currently in the Sources Sought stage, which means it is a market research phase to gauge industry interest and capabilities before releasing a formal Request for Proposal (RFP), and no specific award value or budget range has been disclosed in the current documentation.
