U.S. Department of State

Sources Sought Notice

Armored Guard Services

1 Synopsis

THIS IS A SOURCES SOUGHT Notice (SSN). This is not a solicitation for proposals. The

Department of State (DOS) Bureau of Consular Affairs (CA), Office of Passport Services (PPT) has a need for armored car and armed guard courier transportation to pick up and deliver bank deposits, and accountable and controlled items. The service provider must be capable of providing armored guard courier service with pickups from each Passport Agency and Center within the United States and deliver to a designated bank within the same business day.

2 Background

PPT serves U.S. citizens intending international travel through passport issuance, while protecting the integrity of the U.S. passport as proof of U.S. citizenship at home and around the world. PPT provides the policy and operational framework to secure monies, and accountable and controlled items collected at agencies and centers. The requirement for armored guard transportation services highlights the responsibility to collect those items from Passport Agencies and Passport Centers and deliver the same accountable and controlled items to designated banks and sites.

The U.S. Treasury Department requires by law that all funds collected by government agencies must be deposited within 24 hours of collection. CA/PPT requires that the funds be picked up and deposited the same business day, prior to the business closing of that bank, in time for the transaction to be posted that business day. Federal regulations also require that armored courier services must not delay in the delivery of government funds for any reason. Courier companies are not approved/authorized Treasury depositories and cannot hold Treasury funds for any reason, except in special cases and extenuating circumstances communicated by CA/PPT.

3 Scope

At a very high level, and for the purposes of identifying sources, the scope includes armored car and armed guard courier transportation for bank deposits, and other accountable/controlled items, as applicable. The Contractor shall be in compliance with all state, local and municipal laws and regulations regarding armored car services. Must be a U.S. based carrier registered to work with the U.S. government and capable of signing U.S. government contracts.

Security to passport facilities is governed by Federal and local laws, and Memoranda of

Understanding (MOUs) with Diplomatic Security (DS) Service. The armored guard and transportation contractor will need to understand and follow these MOUs, and work with DS agents and personnel in charge of security at each facility, in order to gain access and perform their function. This information is for awareness and is not required to determine sources.

The Vendor shall provide all personnel, supervision, transportation (secure vehicles), and labor

(armed professional guards/drivers) necessary to perform the driving, pick-up, and delivery of cash, accountable and controlled items from the passport locations and to the specified bank locations. All personnel must have the skills, knowledge, and training to perform the services required. It will be the contractor's responsibility to provide uniforms, training, supervising, and discharging of employees.
