This is a total small business set-aside under NAICS 531320 (Offices of Real Estate Appraisers), size standard $9.5 million. Amendment 0001, issued June 4, extended the original proposal deadline from June 9 to June 10 and replaced the Schedule of Items attachment; offerors must submit a signed SF-30 acknowledging receipt of the amendment with their quotation.
The contractor must be a State-certified general real property appraiser in compliance with FIRREA or obtain a temporary practice permit equivalent to that status in Tennessee; possession of a license in advance of proposal submission is not required, but the awardee must possess qualifications necessary to receive a temporary permit at award. This is a recompete following incumbent Barber & Mann, Inc. (contract 12FPC421P0137).
Place of performance is Tennessee, covering three designated market areas. Period of performance runs June 15, 2026 through September 30, 2030 (base year plus four one-year option periods exercisable at the Government's discretion with 60 days' notice). The initial AWMA is due August 15, 2026; subsequent annual recertifications are due July 15 of each fiscal year 2027–2030, with optional amendment CLINs due 45 days from recertification if required.
Award will be made on a lowest-price, technically-acceptable (LPTA) basis without discussions. The Government intends to make award based on evaluation of technical approach and price. Offerors must submit complete pricing for all line items, demonstrate technical capability through a Statement of Work compliance document, provide past performance narratives from the past five years, supply a copy of their Tennessee Appraisal License or Temporary Appraisal License, and maintain an active SAM registration throughout the contract period. Quotations are firm for 90 calendar days from the specified receipt date. This is a firm fixed-price commercial services contract.
