About this file
This is a Questions and Answers document for Solicitation #12FPC426Q0033, an Areawide Market Analysis (AWMA) for USDA NRCS Tennessee.
The document addresses two key inquiries regarding this procurement action. First, it clarifies that this is a recompete solicitation with an incumbent contractor—Barber & Mann, Inc. of Ridgeland, MS, who held contract number 12FPC421P0137. Second, regarding licensing requirements, the document specifies that vendors must be a State-certified general real property appraiser or obtain a temporary practice permit equivalent to State-certified general real property appraiser status in compliance with title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 (FIRREA) in the state or states where the AWMA is conducted. The awardee must possess the qualifications necessary to receive a temporary permit if not already licensed in Tennessee at the time of award; however, possession of a license in advance of proposal submission is not required.
