About this opportunity
NAVSUP Fleet Logistics Center Pearl Harbor seeks cybersecurity engineering, test and evaluation, and Risk Management Framework support services for the Arctic Submarine Laboratory, with proposals due July 2, 2026. The procurement is designated as a women-owned small business set-aside under a sole-source justification, restricting competition to a single identified source (Cyberprotex).
Place of performance is San Diego, California, at 53370 Cabrillo Memorial Drive, Building 370. The work covers a 12-month period from July 9, 2026, through July 8, 2027, and includes Continuous Monitoring and RMF Revision 5 (NIST SP 800-53 Rev. 5) control migration for the Virginia Ice Capability Equipment (VICE) and Seawolf Arctic TEMPALT (SEAWOLF/LA-Class) submarine mission systems. The NAICS code is 541512, Computer Systems Design Services, with a small business size standard of $34 million. Contract type is firm fixed price.
The Statement of Work requires on-site contractor personnel to conduct annual security reviews, execute ACAS/SCAP scans, manage vulnerabilities and patches, sustain Windows 10 environments using WIN10SonarFish baseline images, coordinate transition to Windows 11, perform Navy Qualified Validator scans and STIG testing, and update eMASS documentation. Service Contract Act prevailing wage rates apply; wage determination 2015-5635 Revision 30 (effective May 13, 2026) establishes occupational rates for San Diego County ranging from $15.95 to $63.99 per hour plus fringe benefits.
Evaluation criteria weight technical acceptability (capability statement, staffing plan, quality assurance, past performance) against price reasonableness. The solicitation incorporates CMMC Level 1 (Self) requirements and DFARS clauses for safeguarding covered defense information. The contracting office contact is Dawit Gebreyesus at 808-473-7558; technical inquiries address joseph.c.hardy8.civ@us.navy.mil.
