The FAA will award a single Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for comprehensive design and engineering services spanning five years, including preliminary and final design studies, bidding documents, and construction support across civil, structural, electrical, mechanical, fire protection, and architectural disciplines. Qualified firms must be licensed to perform A/E work in New Jersey with on-staff New Jersey-licensed professional engineers and registered architects. The deadline for submission of questions is January 28, 2026, at 2:00 PM Eastern Time, and proposals must be submitted via email by February 12, 2026, at 2:00 PM Eastern Time to Contracting Officer David Andreoli.

This procurement is not restricted to any small business set-aside and involves no identified incumbent contractors. The contract ceiling is $13,000,000 with a minimum ordering obligation of $2,500, and the Government anticipates awarding between $1.5 million to $3.5 million in projects annually over the five-year period of performance consisting of five one-year ordering periods. The evaluation process is conducted in two phases: Phase 1 reduces competition to the three most qualified firms based on technical qualifications and past performance submissions (Volumes I and II), and Phase 2 requests pricing proposals (Volume III) from the finalists. The contract is performed at the FAA William J. Hughes Technical Center located at Atlantic City International Airport, New Jersey, which spans 5,059 acres and contains approximately 250 buildings.
