About this file
This is a Questions and Answers document providing clarifications on submission requirements for Solicitation 692M15-26-R-00004, an Architectural and Engineering (A/E) Services contract with the FAA William J. Hughes Technical Center at Atlantic City International Airport, New Jersey. The document addresses 23 vendor questions that clarify ambiguities in the Screening Information Request (SIR) regarding proposal formatting, personnel qualifications, and project relevancy criteria.
Key clarifications include: key personnel resumes are limited to two pages each for a total of twelve pages including project narratives; only resumes for designated key personnel are permitted; "completed" projects are defined as those with design portions completed, regardless of construction status; proof of application for New Jersey PE licensure reciprocity is acceptable in lieu of an active license at proposal time; retrocommissioning is defined as commissioning and rebalancing of existing systems to optimize performance; flow modeling includes building airflow and utility-scale water flow modeling; projects for federally chartered organizations like Amtrak are less relevant than federal government or military projects; past performance questionnaires from previous FAA proposals are acceptable if projects fall within the five-year period; the correct solicitation number is 692M15-26-R-00004 (updated to reflect the current fiscal year); and inadvertent requirements regarding teaming information and subcontractor qualifications in Section H have been removed and disregarded. The proposal submission deadline is February 12, 2026, at 2:00 PM Eastern Time.

692M15-26-R-00004 Architectural and Engineering (A/E) Services Questions & Answers
1) Q: L.4.2.1, P 79; L.3.2, P 76: Are key personnel resumes limited to one page each, or two pages, or a total cap of 12 pages?
A: Each of the six (6) key personnel is limited to two (2) pages each, inclusive of the resume and narrative, for a total of twelve (12) pages for this section.
2) Q: L.4.2.1, P 79; L.3.2, P 76: P 79 states resumes are limited to one (1) page each but then states it does not include the narrative of a maximum of five completed projects. 76 – Table L.3.2 states Resumes of Key Personnel – 2 page maximum for each person. What is the correct page limit for each key personnel resume – one page as stated in Section L.4.2.1 on Page 79, or 2 pages, as stated in the SF330 Part I, Section E in Section L.3.2 on Page 76?
A: Refer to the Answer provided under Question 1.
3) Q: L.3.2, P 76, L.4.2.1, P 79: The SF330 format for a Section E resume includes a section for project narratives. Is the narrative of up to five completed projects intended to be submitted for each key personnel resume in addition to the one‑page resume, or is the narrative a separate, standalone section that is not tied to individual resumes?
A: Yes, it would be inclusive of the 2 pages for each of the key personnel.
4) Q: L.4.2.1, P 79: Are resumes in addition to the Key Personnel permitted at time of submission if adhering to the 12 page limit?
A: No. Only resumes for the key personnel will be accepted.
5) Q: L.4.2, P 79: Will the FAA accept proof of the application for reciprocity in lieu of an active NJ license at proposal time? Is it acceptable for another team member holding a NJ PE License to satisfy the NJ License Requirement for SF-330 Purposes while we await licensure of the intended PM?
A: Acceptable.
6) Q: L.4.3.1, P 79: Please confirm “completed” means design completion.
A: “Completed” is defined as the design portion of the project being complete.
7) Q: Attachment 1, Section C Statement of Work, Section C.1, P 1: What specific type of flow modeling is intended? (e.g., computational fluid dynamics, airflow modeling, vehicular flow, pedestrian flow, etc.)
A: This covers building air flow modeling and water flow modeling of large (utility scale) systems that service multiple buildings. If required, flow modeling will be specified in each task order as applicable.
8) Q: Attachment 1, Section C Statement of Work, Section C.1, P 1: How does FAA define retro‑commissioning for purposes of project relevancy? (e.g., post‑occupancy system optimization, LEED O&M, rebalancing existing systems) A: Commissioning and rebalancing of existing systems to optimize performance. Optimization may include minor repairs and control modifications.
9) Q: Attachment 1, Section C Statement of Work, Section C.1, P 1: Please clarify what is requested regarding utility contract analysis.
A: A/E consultation services to provide technical review and comment on new or existing utility contracts.
10) Q: Pg 77, SF 330 Part I, Section H, Additional Information – (Teaming) Provide Teaming and Management information on projects submitted (Limit of 5 projects max). Use first line to identify “Project Title” and Period of Performance. Please clarify what information is requested/required for this section.
A: Disregard. This requirement was inadvertently included on Table L.3.2. The SIR has been updated to remove the following:
0. Table L.3.2 Page Limits, Page 77, Remove “Additional Information – (Teaming) Provide Teaming and Management information on projects submitted (Limit of 5 projects max). Use first line to identify “Project Title” and Period of Performance.”
11) Q: If we do not use the maximum number of pages in one portion of Section H, can we use those pages for other portions of Section H?
A: No, each section has a maximum number of pages specifically identified.
12) Q: Is it acceptable to provide Section D, Org Chart as an 11x17 page?
A: No, 8.5 x 11 sheets only.
13) Q: SF 330, Part I, Section F, pg 80: Please clarify what is considered “sufficient information to determine the date of completion of the project”.
A: Include the project duration and completion date. For example, June 2023-April 2024 rather than just June 2023 or April 2024.
14) Q: On page 76 of the SIR, the table lists a 2-page maximum per resume for a total of 12 pages. However, on page 79, L.4.2.1 says “resumes for key personnel are limited to one page each. Any pages over this limit will not be considered. This does not include the narrative of a maximum of five completed projects.” Please clarify how many pages are allowed per resume, the total number of pages allowed in Section E, and if the narrative of five completed projects is referring to Section F.
A: Refer to the Answer provided under Question 1.
15) Q: Would projects performed for a federally chartered organization, such as Amtrak, be considered equally relevant to projects performed on a military installation or Federal Government facility?
A: A project for a federally charted organization has relevance though not as much as a project for a federal government facility or military installation.
16) Q: SIR page 87 says that the volume of work awarded to the firm by the Federal government during the previous 12 months will be used as a tiebreaker, where should this information be included in our response?
A: A simple chart for the past 12 months can be added and included under the Past Performance section of your Proposal.
17) Q: Is it acceptable to provide past performance questionnaires submitted for previous FAA proposals for the featured projects?.
A: It is acceptable as long as the projects fall within the 5-year period.
18) Q: On the first page of the SIR, the “Solicitation, Offer and Award” page, the solicitation number is listed as 692M15-26-R-00004. However, on page 76 of the SIR, the solicitation number is shown as 692M15-25-R-00022. Please confirm which number is correct.
A: 692M15-26-R-00004 is correct. The solicitation number was updated to coincide with the current fiscal year. This has been updated in the SIR.
19) Q: The RFP states a maximum of 5 resumes (1 page each) are allowed but also 6 resumes (2 pages each). Which guideline should we follow?
A: Refer to the Answer provided under Question 1.
20) Q: L.4.3.1, P 79: Can projects be included if design is substantially complete but construction is ongoing as of the solicitation issuance date?
A: Refer to SF-330 Page 2 of Instructions, item #22: Year Completed. Enter the year completed of the professional services (such as planning, engineering study, design, or surveying), and/or the year completed of construction, if applicable. If any of the professional services or the construction projects are not complete, leave Year Completed blank and indicate the status in Brief Description of Project and Relevance to this Contract (block 24).
21) Q: L.4.2.1 and L.4.3.1, P79: Are project completion requirements interpreted identically for Section E (Resumes) and Section F?
A: Refer to SF-330 Page 2 of Instructions, item #19: If any of the professional services or construction projects are not complete, leave Year Completed blank and indicate the status in Brief Description and Specific Role (block (3)).
22) Q: P77: For ''Additional Information - (Teaming) Provide Teaming and Management information on projects submitted (Limit of 5 projects max). Use first line to identify "Project Title" and Period of Performance': do the 5 projects to be the same projects as Section F or can they be different projects?
A: Refer to the Answer provided under Question 10.
23) Q: P77: Are there instructions for Sxn H Additional Information sections "(Teaming) Provide Teaming and Management information on projects submitted" and "Provide Summary of Qualifications for prime and subcontractors"? Are they being evaluated and scored? If so, how are they being scored or what evaluation factor do they fall under?
A: Disregard. This requirement was inadvertently included on Table L.3.2. The SIR has been updated to remove the following:
0. Table L.3.2 Page Limits, Page 77, Remove “Additional Information – Provide Summary of Qualifications for prime and subcontractors in narrative form addressing the primary and secondary task areas. Include SAM UEI.”
