About this opportunity

Federal Prison Industries (UNICOR), a Bureau of Prisons component of the Department of Justice, intends to solicit and award a competitively negotiated, competitive 8(a) multiple-award architect-engineer IDIQ for new construction, renovation, alteration, and repairs, with a listed due date of November 2, 2026. The attached RFP (DJU1620000393, Solicitation SVO237-26) states sealed offers are due October 31, 2026 at 11:00 a.m. EST, so the two dates conflict and require confirmation before bid planning. Solicitation SVO237-26 posted September 15, 2026, and Amendment 0001 posted September 16, 2026, adding attachments including Exhibit A-1, the Schedule of Items and Services. Work is limited to projects at FPI facilities within the contiguous United States. Scope covers design and construction document review and preparation, cost estimating, value engineering, scheduling, claims assistance, construction administration, and project closeout. The base period is one year, with four one-year options and a six-month extension option referenced in the fee schedule. Up to four awards are anticipated, each guaranteed a minimum of $10,000 per contract period, and the Government has no obligation to issue task orders beyond that minimum. Only the Contracting Officer, Jason Morgan, issues task orders, priced on loaded hourly rates across 17 labor categories. Architect-engineer fees are capped at six percent of estimated construction cost for designs, plans, drawings, and specifications under 41 U.S.C. 254(b), with 15 categories of excludable services. FAR 36.201-1(b) bars construction awards to the design firm or its affiliates without agency head approval. Security requirements include Public Trust Investigations with reciprocity accepted under specified conditions, criminal history checks and CJIS name checks for facility access, privacy and cybersecurity training, non-disclosure agreements, and DOJ Order 0904 safeguarding. Work must comply with IBC, ABA, NFPA, and NEC standards. The notice lists NAICS 541310 and PSC Z1AA, while the RFP summary cites PSC C219. No industry day or incumbent is named.
