About this opportunity

Federal Prison Industries (UNICOR), a Department of Justice component, is soliciting Architect-Engineer Indefinite-Delivery, Indefinite-Quantity multiple-award contracts for new construction, renovation, alteration, and repair under a Competitive 8(a) set-aside, with proposals due November 2, 2026 at 11:00 AM. Amendment 0003, posted October 29, 2026, extended the closing date from October 31.

The notice lists Bureau of Prisons Correctional Facilities as the agency. Place of performance is the FPI Central Office in Washington, DC. The RFP summary lists proposal submission to 3301 Leestown Road, Lexington, Kentucky.

Work is architect-engineer supplemental services, and each offeror must illustrate work performed within a correctional environment. Selection is qualifications-based under the Brooks Architect-Engineer Act and evaluates Professional Qualifications, Specialized Experience, Capacity, Past Performance, Technical Approach, and Geographic Location/Local Knowledge. Local preferences are heavily restricted or capped. No weighting is stated. After qualifications are met, award considers only the hourly rates, overhead, and profit that are proposed and found fair and reasonable. The RFP summary states award may be made without discussions.

Pricing uses loaded hourly rates across the Exhibit A schedule, with task orders priced on GSA Forms 2630 and 2631. The statutory fee limitation under 41 U.S.C. 254(b) caps architect-engineer fees at six percent of estimated construction costs for designs, plans, drawings, and specifications, subject to listed exclusions. Each awardee is guaranteed a minimum of $10,000 per contract period. Performance covers a one-year base period, four one-year options, and a six-month extension option (months 61 through 66), for up to 60 months before the extension. Contractor personnel occupy Public Trust Positions and must complete security investigations and background checks under DOJ clauses DOJ-02 and DOJ-03.

Amendment 0001 added Exhibit A-1 pricing schedule pages 1 through 4. Amendment 0002 clarified the description and corrected the solicitation number to SV0237-26. Offerors must acknowledge receipt of each amendment before the closing date. Contracting Officer Jason Morgan administers the solicitation. No incumbent is named.
