The General Services Administration (GSA), Public Buildings Service (PBS), Northeast & Caribbean Region (Region 02) seeks to award four Multiple-Award Indefinite Delivery Indefinite Quantity contracts for architectural and engineering design services. Firms will be evaluated based on their capability statements addressing their interested contract areas, small business size, certifications, office proximity, and experience in areas including estimating, constructability reviews, and surveying. Letters of interest must be submitted by June 18, 2019.
There is no set-aside designated for this procurement. The NAICS code is 541310 with a $7.5M size standard. Services will include site investigations, feasibility studies, construction documents, construction administration, and other architectural and engineering work. Disciplines include architecture, mechanical, electrical, civil, structural, fire protection, and sustainability. Task orders are expected to range from tenant build-outs to new construction projects over $8M.

This is a sources sought notice only. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract.
The General Services Administration (GSA), Public Buildings Service (PBS), Northeast & Caribbean Region (Region 02), is conducting a market survey and is seeking qualified sources to provide Architectural and Engineering (A/E) Design Services on an as-needed basis. The GSA intends to issue four (4) separate Requests for Qualifications (RFQs) that are anticipated to result in four (4) separate Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The four (4) Multiple-Award IDIQs are planned to be segmented as follows:
(a) one Multiple-Award IDIQ to cover federal building projects (tenant build-outs, major repair & alterations and new construction) with an estimated construction cost equal to or greater than $8,000,000 for all of the Region 02 geographies, including New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands (St. Thomas and St. Croix), AND all of the Region 01 geographies, including Connecticut, Rhode Island, Massachusetts, Maine, New Hampshire and Vermont,
(b) one Zonal Multiple-Award IDIQ to cover federal building projects (tenant build-outs, major and minor repair & alterations) with an estimated construction cost of under $8,000,000 for the Region 02 geographies of the New York Metropolitan Area, including New Jersey,
(c) one Zonal Multiple-Award IDIQ to cover federal building projects (tenant build-outs, major and minor repair & alterations) with an estimated construction cost of under $8,000,000 for the Region 02 geography of Upstate New York.
(d) one Zonal Multiple-Award IDIQ to cover federal building projects (tenant build-outs, major and minor repair & alterations) with an estimated construction cost of under $8,000,000 for the Region 02 geographies of Puerto Rico and the U.S. Virgin Islands (St. Thomas and St. Croix)
The NAICS code associated with this procurement is 541310, with a small business size standard of $7,500,000 in average annual receipts over the last three (3) years.
The potential contract(s) will be procured in accordance with Public Law 92- 582, The Brooks Act and FAR Part 36.6. Under this process, the Government will award to the most highly qualified A/E firms with whom it can negotiate a fair and reasonable price.
The services for this contract may include, but are not limited to; site investigations, site surveys, feasibility studies, project development studies, building evaluation reports, master plans, concept designs, construction documents, design-build bridging, design-build scope preparation, estimating services, procurement support, record drawings, constructability reviews, technical design reviews, construction administration services, shop drawing review and approval and construction site inspections, and other A/E Services, to include incidental related work in support of Government administered construction contracts; facility investigations and research; and planning studies.
Disciplines and expertise that may be required to accomplish the scopes of the task orders include, but are not limited to; architecture, mechanical, electrical, plumbing, civil, structural, fire protection, life safety, security, blast, risk assessment, vertical transportation, space planning, real estate market analysis, interior architecture, historic preservation, estimating, master planning, report writing, quality control review, scheduling, surveying, LEED sustainability, BIM, 3-0 rendering, code compliance, and hazardous material removal.
If you are an interested A/E company, you are invited to submit a written Letter of Interest to include a Capability Statement addressing the following five (5) elements (5-page limit). All information submitted is subject to verification. Additional information may be requested to substantiate responses.
(1) Indicate which Multiple-Award IDIQ contract(s) your firm is interested in: (a), (b), (c), and/or (d) described above.
(2) Indicate if your company meets the small business size standard for NAICS 541310; otherwise indicate if you are a large business.
(3) If you are a small business, indicate if you are certified under a Small Business Administration (SBA) Socioeconomic program, such as SBA-certified HUBZone, SBA-certified 8(a), Small Disadvantaged Business Concern, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), etc.
(4) Firms shall indicate the location of their active design production office(s) within their submission. Specifically address whether your firm/team has an existing active design production office within a 75-mile radius of one or more of the following GSA, PBS Northeast & Caribbean Region 02 offices:
1 World Trade Center, New York, New York (relating to the services covering all of the Region 01 and 02 geographies AND relating to the Zonal contract covering the New York City metropolitan area);
100 South Clinton Street, Syracuse, New York (relating to the Zonal services covering upstate New York);
150 Carlos E. Chardon Street, Hato Rey, Puerto Rico (relating to the Zonal services covering the geographies of Puerto Rico and the U.S. Virgin Islands).
(5) Describe relevant and recent (within the past 10 years) experience your firm has had in successful completion of projects substantially involving the work elements and disciplines described in this Notice (e.g. estimating services, constructability reviews, surveying, etc.). Limit examples provided to three (3) projects and be sure to stay within the total five (5) page limit response to this Notice.

All responses must be submitted via email to jordana.covrigaru@gsa.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to firms regarding submissions. No hard copies will be accepted.
