About this opportunity
The Naval Facilities Engineering Command (NAVFAC) EURAFCENT is seeking multi-discipline Architect-Engineer services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for planning and design services covering various facility types including administration buildings, community facilities, dining halls, recreational facilities, security buildings, utilities, and infrastructure projects. Interested firms must demonstrate specialized experience by submitting up to six design projects and four planning projects completed within the past ten years, along with professional qualifications, past performance records, quality control procedures, and program management capabilities through a completed SF-330 package via the Procurement Integrated Enterprise Environment (PIEE). The evaluation will focus on the firm's technical expertise, past performance using questionnaires, professional licensing standards (with Fire Protection Engineers required to pass NCEES examination), and capacity to manage multiple concurrent projects. Pre-proposal inquiries must be submitted by June 16, 2025 at 1500 hours Central European Summer Time, with the final proposal submission deadline extended to June 30, 2025 at 1500 hours CEST.
This procurement is unrestricted with no set-aside designation and will result in a single contract award with an aggregate value not exceeding $75,000,000 and a guaranteed minimum of $10,000. The contract structure includes a base period of one year followed by four one-year option periods, with task orders issued on a firm-fixed price basis and an estimated contract start date of March 2026. Work will be performed throughout the NAVFAC EURAFCENT Area of Responsibility but may extend worldwide depending on mission requirements. The contract will support both Department of Defense and non-DoD activities, requiring compliance with DoD standards and host nation requirements where applicable. Joint ventures are permitted and can submit up to ten combined design and planning projects, though they must maintain separate registration with their own Unique Entity Identifier and CAGE code.
