Revised Sep 2022
Planning and Design.
Criterion 1 - Submission requirements:
Design Project Submissions
Provide a maximum of six (6) design projects with the design completed within the past ten
(10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. For the purpose of this Criterion, a complete design is one for which final design submittals have been accepted by the customer. Sufficient information to determine the date of completion of the project must be included in the project description including the scope of design effort or the project will not be considered. All projects submitted shall be of at least $5M Estimated Construction Cost (ECC).
Within submitted projects, firms shall demonstrate experience with design services of the following:
1. At least one (1) design of new facility.
2. At least one (1) design of a multi-discipline renovation project.
3. At least one (1) Design-Build (DB) Request for Proposal (RFP) development project.
4. One (1) design project for which the firm provided Post Construction Award Services (PCAS) for the full performance period of a project’s construction. The project must have been designed by the firm and contain at least one of the similar types of facilities.
5. Firms must explicitly identify which project(s) satisfy this requirement.
The new facility design project and the multi-discipline renovation project may not be a combined project. Both of these projects shall be Full Design projects and not Design-Build RFP development projects to satisfy the requirements.
The following information for each submitted project must be included for consideration:
a) Date of project design completion (Month and Year) – SF 330, Section F Item 22, Professional Services
b) Project identified as constructed or not constructed. If construction was completed on or before the date of issuance of this notice, then provide date of construction completion (Month and Year); otherwise, state Construction Not Completed – Section F Item 22. Construction (if applicable).
c) Project construction value (US dollars).
Revised Sep 2022
d) Project facility(s) size Square Feet or Square Meter (SF or SM).
e) Project facility(s) respective primary function type.
f) Project facility(s) identified as new construction or renovation design.
Planning Project Submissions
Provide a maximum of four (4) planning projects completed within the past ten (10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the Primary and Secondary planning services outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered.
Firms shall demonstrate experience with planning services by submitting the following:
1. Submit a minimum of two (2) planning projects, with at least one (1) from the Primary planning services outlined above.
General Submission Requirements
If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of six (6) ten (10) projects. Firms failing to provide projects from all joint venture partners will be considered to have not
Revised Sep 2022 met the requirements of the criterion.
Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects.
Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
